This document provides responses to vendor questions regarding Solicitation FA4528-26-Q-TB-01, dated April 3, 2026.

• Bucket Size: The Government requires a 24" bucket for the Bobcat E-55.
• Maintenance/Repair: Both on-site repair and equipment replacement are acceptable. The Government prefers to avoid hauling equipment off-site for repairs and wants to minimize downtime.
• Acceptance: Acceptance is not immediate upon delivery. The Government will review a description/spec sheet prior to agreeing to technical acceptability. If a machine does not meet requirements or fails to operate as expected upon arrival, it may be declined and replaced.
• Equipment Usage: Expected equipment usage is up to 40 hours per week, which should be considered for maintenance planning.

These clarifications provide specific details on equipment requirements (bucket size), service expectations (maintenance/repair, acceptance), and usage estimates, which bidders should incorporate into their proposals.

Solicitation / RFP / RFQ

This is a Request for Quotation (RFQ) for commercial items to procure the rental of two compact excavators and one standard-sized long-reach excavator for Minot Air Force Base, ND. The acquisition is a Firm-Fixed Price (FFP) RFQ and is set aside for 100% Small Business Concerns.

• Rental of two compact excavators and one standard-sized long-reach excavator.

• Specific rental periods are detailed for each item:

  • Compact Excavator (Item 0001): 18 May 2026 – 21 September 2026 (4 Months)

• Physical characteristics of the excavators are detailed in Attachment 1.

• Contract Type: Firm-Fixed Price (FFP)

• Place of Delivery/Performance/Acceptance/FOB Point: F.O.B. Destination, Minot AFB, ND 58705.

• Submission Deadline: Tuesday, 14 April 2026, no later than 11:00 AM CST.

• Submission Method: Via email to the Points of Contact (POCs) and Contracting Officer.

• Quote Validity: Must be valid through 01 October 2026.

• Evaluation Criteria: Quotes will be evaluated on Best Value, considering Technical Capability (pass/fail), Price, and Past Performance. Past Performance is approximately equal in importance to Price.

• Technical Capability: Must meet all specifications in Attachment 1.

• Pricing: Must be submitted on Attachment 2 – Quote Sheet. Failure to use the provided sheet may result in unacceptability or ineligibility.

• The Government intends to make an award based on initial quotations without post-submittal inquiries.

• Set Aside: 100% Small Business Concerns.

• NAICS Code: 532412 – Construction, Mining, and Forestry Machinery and Equipment Rental and Leasing.

• Small Business Size Standard: $40,000,000.00.

• Questions Deadline: 2 April 2026, 4:00 PM CST. Questions submitted after this date may not be answered.

• An Ombudsman is available for concerns, but initial inquiries should be directed to the Contracting Officer.

• Type: Standard-sized long-reach excavator.
• Dig Depth: Minimum 42 feet.
• Features: Bucket with smooth cutting edge, enclosed cab with climate controls.
• Delivery/Pickup: Minot AFB, ND (to be coordinated with 5 CES).
• Maintenance: Performed by rental company within 2 calendar days for malfunctions and preventative maintenance.
• Rental Duration:
  • (1) 2-month rental: Estimated September 14, 2026 – November 16, 2026.
