This Request for Quotation (RFQ) solicits proposals for Exterior Façade Repair at the U.S. Consulate General Karachi. The government intends to award a contract/purchase order to the responsible company submitting the lowest priced, acceptable offer.

The scope of work includes:

• Replacement of Facade Granite: Removing existing damaged granite panels and supplying/installing new granite panels matching original specifications. This includes specific types and quantities of granite (ST-3 MG-4 Ghibli Grey, ST-2 Ghibli Granite) and ensuring proper anchoring and sealing.

• Replacement of Damaged Pavers on the Outer Side of CAC: Removing and disposing of damaged grey and red pavers, preparing the substrate, and installing new pavers matching existing patterns and specifications.

• Repairs to the Ceiling: Inspecting exterior ceiling areas, removing and replacing damaged DUROCK with Edge guard, repairing ceiling structures, and applying appropriate surface finishes.

• Finishing Works: Surface preparation, priming, and painting of walls and ceilings using ICI/Jotun Matt finish exterior weather shield (off-white color), restoration of trim/moldings, and cleaning.

• Contract Type: Fixed-price.

• Period of Performance: Commencement within 10 calendar days after notice to proceed, with completion within 30 calendar days.

• Estimated Value: Between PKR 10,000,000.00 to PKR 28,000,000.00.

• Quotations are due by July 15th, 2026, 15:00Hrs (Pakistan standard time).

• Proposals must be in English and submitted electronically to KRCprocurementContracting@state.gov in Adobe Acrobat (pdf) format, not exceeding 30MB per file.

• Required submissions include: SF-1442, Section A (Pricing), Section L (Representations and Certifications), and additional information as required in Sections J & K.

• Evaluation Criteria: Award will be made to the lowest priced, acceptable, responsible quoter. Acceptability will be assessed based on compliance with RFQ terms, including ability to meet performance period, organization, experience, skills, and necessary equipment/facilities.

• Offerors must be technically qualified and financially responsible.

• Must be able to understand written and spoken English.

• Must have an established business with a permanent address and telephone listing in Pakistan or plan to establish an office within 30 days of contract award.

• Offerors must demonstrate recent, relevant, and verifiable experience, including a minimum of two projects of similar nature and complexity within the last five years.

• A pre-bid site visit is scheduled for June 30th, 2026, at 11:00 AM (Pakistan standard time). Interested offerors must RSVP by June 25th, 2026.

• Questions are due by July 1st, 2026.

• The U.S. Consulate will not reimburse for VAT.

• Item 1: Damaged exterior Granite tile removal and installation (ST-3 MG4 Ghibli Grey Granite, 27.5-inch x 18-inch x 12 mm). Estimated quantity: 10 each.
• Item 2: Exterior Floor pavers (tough tile, approx. 1000 sq ft area, 9 Grey color, 18-inch x 12 inch). Estimated quantity: 2,500 square foot.
• Item 3: Exterior ceiling light fixtures replacement with LEDs. Estimated quantity: 25 each.
• Item 4: Exterior ceiling Dry wall/cement board removal and replacement (Cement Board size: 4ft x 8ft x 3/4 inch). Estimated quantity: 800 square foot.
• Item 5: Exterior floor red Boston pavers (5-inch x 8 inch). Estimated quantity: 250 square foot.
• Item 6: Damaged exterior Granite tile removal and installation (ST-2 MG4 Ghibli Grey Granite, 15-inch x 18.7 inch). Estimated quantity: 10 each.
• Item 7: Damaged exterior Granite tile removal and installation (ST-3 MG4 Ghibli Grey Granite, 607mm x 90 mm). Estimated quantity: 14 each.
• Item 8: Exterior Floor pavers / tough tile (Red color, 12-inch x 12 inch). Estimated quantity: 200 each.
• Item 9: Exterior ceiling paint finish work with material (ICI/Jotun Matt finish exterior weather shield, off-white color). Estimated quantity: 800 square foot.
