• Evaluation will be based on Price and Technical factors, with Technical being approximately equal to cost or price.

• This acquisition is set aside 100% for Small Business.

Statement of Work (SOW) / Performance Work Statement (PWS)

The U.S. Geological Survey (USGS) Columbia Environmental Research Center (CERC) requires the purchase and delivery of two exterior walk-in freezers to properly store animal food and hold dead animal carcasses for research purposes.

The contractor shall provide all necessary materials, labor, equipment, travel, and supervision to deliver two walk-in freezers. The scope includes meeting specific technical and general requirements for the units.

• Unit 1 Dimensions: Approximately 8 ft wide x 10 ft length x 7 ft 7 in height (minimum 6 ft 10 in internal height).

• Unit 2 Dimensions: Approximately 10 ft wide x 14 ft length x 7 ft 7 in height (minimum 6 ft 10 in internal height).

• Temperature: Must maintain at least 0° F in central Missouri temperatures.

• Construction: Rated for exterior/outdoor use, with corrosion-resistant wall materials (galvanized steel or white fiberglass) and waterproof flooring capable of supporting 800 lbs/sq ft.

• Doors: Centered on the narrow end, minimum 33 inches wide, right-hand outward opening, with deadbolt-locking handle and inside safety release.

• Features: LED interior light with exterior switch, digital thermometer with outside display, enhanced kick plate, minimum 15-year panel warranty, rain cap above the door.

• Refrigeration: Self-contained, top-mounted units operating on 208-240V, 60 Hz, single-phase power. Should have redundant compressors, 5-year compressor warranties, auto defrost/heater kit, and be ceiling-mounted, vented with air-cooled condensing units.

• Installation: Units can be pre-assembled or modular. CERC staff will complete final assembly of modular units. Units will be installed on level concrete pads provided by CERC.

• Schedule: Contractor must submit a delivery and on-site work schedule within 5 calendar days of the notice to proceed.

• Performance: Work must not interfere with ongoing operations. All work is subject to inspection and approval by the USGS Technical Liaison.

• Materials: Contractor to furnish all necessary materials, which must be commercially available products of reputable manufacturers.

• Site Conditions: Contractor is responsible for inspecting the site and understanding all conditions affecting the work.

• Employees: Contractor is responsible for supervision and control of qualified personnel.

• Licenses/Permits: Contractor is responsible for obtaining all necessary licenses and permits and complying with all applicable laws and regulations.

• Safety: Contractor must take precautions to prevent accidents, fires, and property damage.

• Indemnity: Contractor must indemnify the Government against liability claims arising from the work.

• Green Acquisitions: Contractor should exert best efforts to promote environmental sustainability in accordance with USGS initiatives.
