Scope of Work
The DEA requires EZ Pass services for its Official Government Vehicle (OGV) fleet operating in Washington, DC, and Virginia. This includes toll collection and transponder services.
Sole Source Justification
The DEA intends to award this contract to TTEC Government Solutions, LLC (formerly Faneuil) based on FAR 13.501, which exempts certain acquisitions from full and open competition. The justification stems from the Virginia Department of Transportation regulating TTEC EZ Pass as the sole entity responsible for toll collection and administration in Virginia. Market research indicated no other vendors are authorized to collect tolls in Virginia, making TTEC the only reasonably available source for these services.
