This is a Pre-solicitation Notice, as required by FAR 5.201, regarding a proposed contract action. The United States Air Force (USAF) Life Cycle Management Center intends to award a sole source contract to Eaton Mission Systems Davenport for the F-15 Molecular Sieve Oxygen Generator Subsystem (MSOGS) Depot Activation effort to support the F-15E/EX Weapon System. This contract will provide and procure the equipment necessary to establish two depot-level maintenance and repair lines for the F-15 MSOGS at the Oklahoma City Air Logistics Complex (OC-ALC) on Tinker Air Force Base (AFB). The two repair lines will service the -0601 and -0701 line-replace units (LRUs).
The proposed contract will be awarded using Other Than Full and Open Competition procedures citing the authority at 10 U.S.C. 3204(a)(1), as implemented by FAR 6.302-1, "Only one responsible source and no other supplies or services will satisfy agency requirements."
This synopsis does not constitute an Invitation for Bids (IFS) or a Request for Proposals (RFP) nor does it restrict the Government as to its ultimate acquisition approach. The Government does not intend to award a contract on the basis of this notice nor will it reimburse firms for any costs associated with preparing or submitting a response to this notice. Due to security access requirements, foreign participation is not permitted at the prime contractor level.
