This document provides guidance on Organizational Conflict of Interest (OCI) for potential offerors. It outlines what constitutes an OCI and how offerors should address any potential OCIs related to the requirement.

• Defines three types of OCIs: Unequal access to information, Biased ground rules, and Impaired objectivity.
• Requires offerors to submit identifying information (scope, locations, document titles, contract numbers) if they performed related work that could pose an OCI.
• Mandates submission of a mitigation plan in Volume 1 of the proposal if past/present work for the requirement exists, demonstrating how potential OCI issues will be mitigated or eliminated.
• If no related work was performed, the offeror must state this.
• The Government will determine if an OCI exists and if mitigation is adequate.

This guidance is critical for bidders to understand their disclosure and mitigation responsibilities regarding potential conflicts of interest. Failure to adequately address OCIs could impact proposal evaluation or the ability to be awarded the contract.

Sources Sought / Request for Information

This notice is a Sources Sought only, not a solicitation. The F-15 Qatar (F-15QA) Foreign Military Sales (FMS) System Program Office (SPO) at Wright-Patterson Air Force Base is seeking information on potential sources to provide Digital Electronic Warfare System (DEWS) Autotest Capability Services. The goal is to gather knowledge of qualified sources and their size classifications to inform future acquisition decisions. A Request for Proposal (RFP) will be published later on the Enterprise-Wide Agile Acquisition Contract (EWAAC) Portal.

• Software Development: Develop Autotest software to control the Advanced Architecture Phase Amplitude and Time Simulator (A2PATS), ingest DEWS System Under Test (SUT) messages, adjudicate pass/fail, produce standardized reports, and include a graphical user interface (GUI).

• Software Delivery, Integration and Test: Deliver and integrate Autotest software at the Government-identified DEWS test facility. Test the software for message processing speed, lineage recording, accuracy comparable to or exceeding manual procedures, significant speed improvement over manual procedures, and stability for at least eight hours without manual intervention.

• Hardware Evaluation: Evaluate the DEWS test facility to determine if existing Government hardware can accommodate Autotest software. If not, provide recommendations for required hardware updates.

• Response Deadline: 1200 (12:00 P.M.) hrs. Eastern Standard Time (EST) on 24 February 2026.

• Submission Format: Written responses are required.

• Information Requested: Company name, address, point of contact, Cage Code, business size (NAICS Code 332993), and answers to 12 specific questions regarding business classification, experience with Autotest software, A2PATS, SUTs, classified information handling, and any concerns regarding Organization Conflict of Interest (OCI) guidance.

The government is seeking information on potential sources and their size classifications, including HUBZone, 8(a), 8(a) with HUBZONE, Small, and Small Disadvantage categories relative to NAICS Code 332993.

• Responses to this Sources Sought are not adequate responses to a future RFP.
• A complete Statement of Work (SOW) will accompany the future solicitation.
• This notice is not a request for proposals and does not obligate the Government to award a contract.
