Qualification Requirements

This part requires engineering source approval by the design control activity. Alternate sources must qualify in accordance with the design control activity’s procedures, approved by the cognizant Government engineering activity. Award will be made only if the offeror, product, or manufacturer meets qualification requirements at the time of award per FAR clause 52.209-1.

The Manufacturing Qualification Requirements (MQR) document details specific criteria:

  • Prequalification Notice: Offerors must notify the government of their intent to qualify.
  • Capabilities: Certify access to necessary resources for manufacturing, inspection, testing, packaging, and storage.
  • Data Verification: Complete data package (procedures, drawings, specifications) must be verified.
  • Master Tooling: Access to master tooling must be documented and verified by Lockheed Martin.
  • Manufacture/Process Verification: Item must conform to ESA-approved engineering/technical data, including UID.
