This document outlines the Manufacturing Qualification Requirements for the Flaperon (NSN: 1560-01-205-8437, P/N: 16W021-51) for the F-16 Aircraft. It details the criteria and processes potential sources must satisfy to become a qualified source for this item.
- Prequalification Notice/Sources Sought: Offerors must notify the government of their intent to qualify.
- Facilities, Testing, and Inspection Capabilities: Offerors must certify they have or can access necessary facilities, equipment, and personnel, and must make them available for government inspection. A Lockheed Martin Master Tooling Agreement is required.
- Data Verification: Offerors must provide a complete data package, including procedures, drawings, and specifications (e.g., Lockheed Martin drawing 16W021).
- Manufacture/Process Verification: The item must be manufactured to ESA-approved requirements, comply with Unique Identification (UID) requirements, and include data showing compliance with quality, performance, and environmental evaluations. Offerors must also identify material sources and internal process standards, and demonstrate a management process for Critical Safety Items (CSIs).
- Test and Evaluation/Verification: Offerors must, at their own expense, prepare and submit a qualification test plan/procedure for government approval. A complete test report is required post-testing. The government reserves the right to inspect testing processes, including on-site witnessing, with 30 days' advance notice.
- Qualification Article Verification: Offerors must provide a pre-contract award qualification article for evaluation. This article must comply with Drawing 16W021 and undergo form, fit, and function evaluation. Notification of qualification status will be provided within 90 days of submission.
- Cost and Time Estimates: Estimated costs for testing and evaluation are $12,000. Completion of the qualification effort is estimated to require 365 days.
- Qualification Time Limitation: Offerors cannot be denied the opportunity to submit an offer if they can demonstrate they meet or will meet qualification standards before the award date. However, the award will not be delayed to accommodate this.
- Evaluation of Proposals Not Previously Qualified: Full qualification is required for contract award eligibility. Offerors must meet all stated requirements before the specified award date.
- Source Qualification Waiver Requirements: Criteria are provided for applying for waivers of qualification requirements, including prior supply to the government, qualification on similar items, or previous qualification status.
This document is critical for any bidder intending to supply the Flaperon. It outlines the mandatory steps, requirements, costs, and timelines necessary to become an approved source. Failure to meet these qualification requirements will render a bidder ineligible for contract award.
