A. 15 January 2021. This is the official release of the F-16 Multiple Award IDIQ Request for Proposal (RFP). Proposals are due no later than Tuesday, 2 March 2021, 2:00 PM (MST).
1. The F-16 Multiple Award Indefinite Delivery/Indefinite Quantity (IDIQ) will have a $900 Million total estimated maximum and will support diverse wiring harnesses and kits for the F-16 fleet to include all block and model aircraft within the United States Air Force (USAF), Air National Guard (ANG), Air Force Reserve Command (AFRC), European Participating Air Forces (EPAF) and Foreign Military Sales (FMS). This is a competitive acquisition and is a 100% small business set-aside under NAICS Code 336413 which has a 1,250 employee size standard. Foreign participation is not allowed. The IDIQ will have a 5 year base ordering period and a 3.5 year option with the 5 year base ordering period commencing upon award of the IDIQ.
2. Regarding the "LM-Owned Documents.zip" file attachment, it contains three documents (16PR15634, Rev. B, 16PR15635, Rev. D, and 16PR15636, Rev. C) owned by Lockheed Martin (LM). Each company that will have access to the documents must complete and sign the attached "Harness_PIA_Template_r.docx" file in order to obtain access to the documents. The Points of Contact for providing the completed PIA(s) to are Mr. Corey Muir (corey.muir@us.af.mil) and Ms. Laurie Auernig (laurie.auernig@us.af.mil). Prospective offerors will need to submit an explicit access request in Beta SAM to obtain access to these documents. However, the Government will not approve access until the PIA(s) are fully executed. Companies that have already received these documents during the "draft RFP" phase and already have a PIA on file, do not need to submit another PIA. The PIA still remains in full force and effect.
3. The PIA referenced in Paragraph 2 will cover only pre-award. Successful offerors will need to sign a separate Technical Data License (TDL) with LM at award. A draft of the TDL titled "Draft Technical Data License for F16 Wiring Harness Awardee" is attached for the information and reference of prospective offerors.
4. The “Reference_Documents.zip” file attachment is a compilation of the reference documents requested and provided during the draft RFP phase.
5. The rest of the attachments are part of the RFP and/or applicable attachments.
6. The Government wants to emphasize that offerors shall follow Sections L&M. Also, all offerors shall pay close attention to the language in the Sample Task/IDO including but not limited to Paragraph 5.

E. 8 March 2021. The purpose of this posting is to:

3. Notify offerors that per Section L, the "hard copy" portion of their proposal may be mailed in or hand delivered. Mail-in is preferred because of Covid-19. However, if the hand delivery option is desired/chosen, an appointment is required. Appointments will be available on Monday, 3/22/21 in the afternoon or Tuesday, 3/23/21 in the morning.
4. Extend the RFP closing date from Tuesday, 16 March 2021, 2:00 PM (MST) to Tuesday, 23 March 2021, 2:00 PM (MST).
F. 11 March 2021. The purpose of this posting is to post a corrected version of Amendment 0001. See file "FA823221R0001___0001 (Final) 8Mar21r.pdf." H. 23 March 2021. The purpose of this posting is to extend the RFP closing date from Tuesday, 23 March 2021, 2:00 PM (MST) to Friday, 26 March 2021, 2:00 PM (MST). The Government has determined it is in the Government's best interests because one or more contractors may not have been aware of the 3/8/21 and 3/11/21 Q&A posting and may not have had adequate time to respond. The Government will not entertain anymore technical questions and will not extend the proposal due date any further.
1. Amendment 0002 is attached. Offerors that have already submitted a proposal, shall only be required to provide a signed copy of Amendment 0002 via e-mail or DoD SAFE. However, Offerors submitting a proposal or an amendment to their current proposal shall be required to follow the Instructions to Offerors outlined in Section L.
