Sources Sought Synopsis

This document is a Sources Sought Synopsis (SSS) to gather market research information regarding the F-16 SATCOM Dorsal Fairing Antenna Assembly Kit. The government is assessing potential sources to determine if the effort can be competitive and/or set aside for small businesses. This is for information and planning purposes only and is not a solicitation.

• The government is interested in capabilities to produce or procure existing OEM fielded SATCOM components for the Dorsal Fairing Antenna Assembly Kit.

• Required components include: SATCOM Antenna Radome (part number 23036-1, NSN 1560-01-579-7160), SATCOM Antenna (part number 21-66-16, NSN 5985-01-575-6252), and SATCOM Fairing (part number 21-60-03-3, NSN 1560-99-219-8230).

• These components, along with any additional hardware for installation, will be delivered to the U.S. Government as a kit.

• The government will provide the existing F-16 dorsal fairing as Government Furnished Equipment (GFE) for modification.

• Data rights for these components are not owned by the government, and GFE (other than the fairing) will not be available.

• The anticipated start for production is May 2027, under an indefinite delivery indefinite quantity (IDIQ) contract.

• Interested parties should submit a white paper detailing their company's capability.

• The white paper should include:

  • Brief company description and POC information.
  • Current business classification (Small, 8(a), WOSB, HUBZone, SDVOSB).
  • Functional activity considered for support.
  • Past experience on similar U.S. Government projects (include contract numbers, work description, period of performance, agency, POC).
  • Cost and schedule delivery estimates for kits.

• A Contractor Capability Survey is also provided for completion.

• Responses must be submitted via email by 2:00 pm MST on June 22, 2026.

• Acceptable attachments are .PDF, .doc, or .xls (max 7MB per email).

• The proposed NAICS Code is 334220 (Size Standard: 1,250 employees).

• The government is interested in all small business categories: 8(a), Service-Disabled Veteran-Owned, Hubzone, and Women-Owned small business concerns.

• Respondents must identify their small business status.

• All prospective contractors must be registered in the System for Award Management (SAM) database.

This document is a Sources Sought Synopsis (SSS) to gather information for market research regarding the F-16 SATCOM Dorsal Fairing Antenna Assembly Kit. This is not a solicitation, and no contract will be awarded based on this notice.

• Product: F-16 Fighting Falcon Satellite Communication (SATCOM) Dorsal Fairing Antenna kit.

• Purpose: To upgrade the F-16 Communication Suite by adding Beyond Line of Sight (BLOS) and high/low angle SATCOM capabilities.

• Components: The kit includes a SATCOM antenna, radome, and a modified existing F-16 dorsal fairing (Government Furnished Equipment).

• Kit Assembly: Vendors must be able to produce or procure specific OEM fielded SATCOM components (Antenna Radome PN 23036-1, SATCOM Antenna PN 21-66-16, SATCOM Fairing PN 21-60-03-3) and assemble them into a kit with any additional required hardware.

• Data Rights: The government does not own data rights for these components; technical data and Government Furnished Information (GFI) are not available, except for the fairing.

• Contracting: The anticipated contract type is an Indefinite Delivery Indefinite Quantity (IDIQ) contract, expected to begin in May 2027.

• NAICS Code: 334220 (Radio and Television Broadcasting and Wireless Communications Equipment Manufacturing), Size Standard: 1,250 employees.

• Interested Parties: The government is interested in all small businesses (8(a), Service-Disabled Veteran-Owned, HUBZone, Women-Owned).

• Information Requested: Companies should identify their small business status, provide details on similar services offered to government and commercial customers in the past three years, and describe any anticipated teaming arrangements.

• Format: White paper.

• Content: Company description, POC information, business classification, functional activity, past experience (with contract details), and cost/schedule delivery estimates.

• Contractor Capability Survey: A survey is provided for detailed business and capability information.

• Deadline: 2:00 pm MST on June 08, 2026.
