• Eligibility: Offerors must be fully qualified before the contract award date. Qualification does not guarantee award.

• Evaluation of Proposals Not Previously Qualified: Offerors must meet all written qualification requirements before the award date to be eligible.

• Source Qualification Waiver Criteria (QWC): Specific criteria (QWC1-QWC7) are provided for applying for waivers of qualification requirements. These include prior supply to the government, qualification for assemblies/subassemblies, prior dash number qualification, qualification for similar items, and previous qualification of the item under specific conditions.
