Amendment / Modification

This amendment (0001) to solicitation 140L1726Q0006 makes the following changes:

• Extends the due date for offers to March 11, 2026.

• Changes the Period of Performance (POP) to March 16, 2026 - April 20, 2026.

• Adds the following clauses:

  • FAR 52.232-25 Prompt Payment (JAN 2017)
  • DOI ELECTRONIC INVOICING and Payment Requirements - Electronic Invoicing Invoice Processing Platform (IPP) (February 2021)

• The solicitation due date has been extended.

• The Period of Performance start and end dates have been adjusted.

• New clauses related to prompt payment and electronic invoicing have been added.

• The SOW (Attachment 8) is updated.

• Offerors must submit their quotes by the new due date of March 11, 2026.

• The revised Period of Performance should be considered when preparing proposals.

• Bidders should review the newly added clauses regarding prompt payment and electronic invoicing requirements.

Statement of Work (SOW) / Performance Work Statement (PWS)

To reseed areas affected by fire suppression activities to restore vegetation.

• Seed a total of 258 acres: 70 acres for Elk Fire Suppression Repair and 180 acres for Lee Fire Suppression Repair.

• Apply seed at a rate of 6-12 pounds per acre.

• No ground disturbance is allowed.

• The project area involves varied mountainous terrain, including steep slopes and a mix of public and privately owned land.

• BLM will provide the seed in 50 lb. bags.

• Seed distribution must be uniform, not varying more than 10 percent above or below the specified pounds per acre.

• Acceptable quality level for acceptance is 95% of the designated seeded area meeting specifications.

• Deductions will be made for acres not meeting specifications.

• GPS compatible files mapping application routes must be submitted to the COR within three days of project completion.

• Performance Time: March 16, 2026 – April 20, 2026.

• The area should have at least 1 inch of continual snow cover if possible during this period.

• Estimated Start Work Date: March 2026.

• Project areas are located near Meeker, Colorado, in Rio Blanco County. Lee fire units are 4-27 miles WSW of Meeker, and Elk fire units are 5-15 miles east of Meeker.

• Contractor shall provide all labor, transportation, fuel, tools, and equipment.

• Seed application equipment must be capable of evenly distributing seed and be calibrated for the prescribed rate.

• Application equipment must include lids/covers to prevent seed from blowing out.

• Application equipment must be capable of electronically mapping application routes.

• Covered Uncrewed Aerial Systems (UAS) manufactured in or by entities domiciled in adversary countries are prohibited.

• Contractor is responsible for their equipment if lost, stolen, vandalized, or damaged.

• Notify the BLM representative at least 24 hours prior to commencing seeding operations.

• Immediately notify the COR of any application equipment incident.

• Seed will be available for pick up from the White River Field Office in Meeker, CO.

• BLM will provide GPS compatible files for project boundaries and work location maps.

This solicitation is for Suppression Repair Seeding in the Elk fire and Lee fire areas for the BLM Colorado White River Field Office. The North American Industry Classification Standard (NAICS) code is 115310, with a size standard of $11.5 million. The contract type will be Firm Fixed Price.

• Government will provide GPS compatible files for seeding boundaries and work location maps.

• Government will provide pre-mixed seed in 50 lb. bags.
