Scope of Work
The contractor will provide comprehensive services including:
- Arborist Services: Assessment and development of a Tree Removal Plan, hazard identification, and marking.
- Tree Removal: Felling and removal of approved hazard trees, cutting stumps to ground level (not exceeding 2 inches above grade). Mitigation of "widowmakers" (hanging limbs, unstable overhead hazards) in trees overhanging public areas. Only recently downed trees are to be removed.
- Debris Management: Removal of all woody debris from roads, campsites, trails, and public areas, with off-site disposal. Estimated debris volume is 350 cubic yards for the campground and 160-180 cubic yards for the picnic area. Forestry mulching is not permitted.
- Site Restoration: Raking and leveling disturbed soil, repairing rutting or compaction.
- Public Safety: Providing and installing signage to close work zones, implementing safety measures, and ensuring compliance with OSHA and NPS standards. The contractor is responsible for public safety and signage, as complete campground closure is difficult.
The work covers approximately 62 acres at Julian Price Memorial Park Campground and 28 acres at the Price Picnic Area.
Contract Details
- Contract Type: Firm Fixed Price Lump Sum commercial contract.
- Period of Performance: 60 calendar days from the issuance of the Notice to Proceed (NTP), with an overall project end date of December 31, 2026. Work hours are 07:00-17:00 Monday-Friday, excluding Federal Holidays.
- Set-Aside: Total Small Business Set-Aside (FAR 19.5).
- NAICS Code: 115310 (Support Activities for Forestry) with a size standard of $34M.
- Payment: Contractors can submit invoices based on percentages of contract completion, verified by the COR and approved by the CO.
- Wage Determination: Bidders must adhere to the U.S. Department of Labor Wage Determination No. 2001-0233, Revision No. 58, for service contracts in North Carolina.
