Sources Sought Notice

This notice is issued by the Department of the Interior, Bureau of Reclamation, for market research purposes. The agency is seeking to identify qualified small business concerns capable of propagating, delivering, and installing native plant materials for riverscape restoration, post-fire rehabilitation, and ecosystem recovery projects administered by the Utah Reclamation Mitigation and Conservation Commission for the Central Utah Project (CUP).

This is NOT a solicitation, and no contract will be awarded from this announcement.

The Bureau requires an Indefinite Delivery/Indefinite Quantity (IDIQ) contract to furnish native plant materials for restoration projects within specific CUP watersheds in Utah (Diamond Fork, Duchesne/Strawberry, Great Salt Lake, Jordan River, and Provo River/Utah Lake). The work will primarily involve post-fire remediation actions, particularly within the Middle Strawberry River Restoration Project (MSRRP).

The contractor will be responsible for:

• Collecting and propagating locally adapted plants.

• Transporting and delivering plants to designated project sites.

• Installing plants according to vegetation community prescriptions and restoration plans. Activities will comply with applicable federal, state, tribal, and local rules and site-specific permits.

• Multiple Award IDIQ

• Five-year ordering period with a 6-month extension option.

• Task Orders will be competed among IDIQ holders and evaluated based on Lowest Price Technically Acceptable (LPTA).

Interested firms are requested to submit a Capabilities Statement (5 pages maximum) including:

• Company Information (Name, Address, UEI, Point of Contact)

• Business Size & Socioeconomic Status (Small Business, 8(a), HUBZone, etc.)

• Relevant Experience (propagating, delivering, and installing native plant materials)

• Technical Capability (meeting safety, service, repair, delivery, inspection requirements; providing Earthworks-ready Caterpillar or equal equipment).

Performance Work Statement (PWS)

To acquire contractor services for propagating, delivering, and installing native plant materials for riverscape restoration, post-fire rehabilitation, and ecosystem recovery within the Utah Reclamation Mitigation and Conservation Commission's Bonneville Unit of the Central Utah Project (CUP).

• Propagate locally adapted native plants (container and cutting stock).

• Transport and deliver plants to designated project sites.

• Install plants according to vegetation community prescriptions, water availability, and restoration plans.

• Activities must comply with applicable federal, state, tribal, and local rules, and site-specific permits.

• Plant materials must be native to the region (Bonneville and Uinta Basins), locally sourced, and adapted to site-specific conditions.

• Plants must be healthy, weed-free, disease-free, viable, hardened, well-developed, and non-root-bound.

• Quality control includes inspection at the place of growth and upon delivery.

• Installation quality requires proper depth, spacing, and stability.

• Reporting requirements include weekly progress updates with photos, maps, and GIS files.

• Contract Type: Indefinite Delivery/Indefinite Quantity (IDIQ).

• Period of Performance: Five years, anticipated to begin September 2026 and continue through August 2031.

• Geographic Area: CUP watersheds in Utah, including Diamond Fork, Duchesne/Strawberry, Great Salt Lake, Jordan River, and Provo River/Utah Lake. Sites may be remote and rugged.

• Contractor must provide all personnel, supervision, plant materials, equipment, supplies, tools, and logistics.

• Contractor is responsible for providing appropriate vehicles for transportation and delivery.

• Contractor must submit a Quality Control Plan and a Safety Plan.

• Specific plant species, pot sizes, and installation densities will be detailed in task orders.

• Anti-desiccant agent application and shipping in closed containers are required.

• Site evaluations may occur before delivery and installation.

• Total Maximum Dollar Amount: $2,500,000.

• Minimum Dollar Amount: 10% ($25,000).

• Task Orders will detail quantities, species, and installation dates.

• Plant material source documentation, ordering schedule, itemized plant material lists, and reporting.

• Weekly progress reports, including photos, maps, and GIS files.

• Provide detailed maps and restoration plans.

• Provide restroom facilities.

• Responsible for ground preparation.

• Provide irrigation, if available.
