Sources Sought Notice

This notice is issued for market research and planning purposes to identify qualified and capable sources for the operation and maintenance of the Nimbus Fish Hatchery in Gold River, California. It is not a solicitation, and no contract will be awarded from this notice. Information gathered may be used to develop a future solicitation.

The anticipated requirement includes:

• Operation and maintenance of the Nimbus Fish Hatchery to support fish propagation and conservation programs.
• Providing all necessary personnel, labor, materials, supplies, and equipment for effective hatchery operations.
• Compliance with all applicable federal, state, and local regulations for fish hatchery management. A Draft Performance Work Statement (PWS) is available for informational purposes and is subject to change.

3. Capability Statement: Summary of technical expertise and experience relevant to fish hatchery operations and maintenance.
4. Supporting Documentation: Evidence of ability to operate and maintain a similar-sized hatchery, including past performance examples (government or private sector) with contract details.

Failure to provide complete information may result in the firm being considered non-responsive for market research purposes.

Statement of Work (SOW) / Performance Work Statement (PWS)

To operate and maintain the Nimbus Fish Hatchery 24 hours per day, seven days a week, 365 days a year, ensuring uninterrupted operations and maintenance.

• Fully operate and maintain the hatchery in coordination with the U.S. Bureau of Reclamation.

• Manage all aspects of hatchery operations, including fish spawning, rearing, and release.

• Ensure compliance with performance standards.

• Conduct spawning and rearing of Fall-run Chinook Salmon and Steelhead to meet conservation objectives.

• Produce approximately 4,000,000 Chinook salmon smolts and 430,000 steelhead yearlings annually.

• Perform hatchery maintenance, including preventative, minor, corrective, and extraordinary maintenance.

• Provide custodial services for hatchery facilities and the public parking lot.

• Perform groundskeeping activities for the hatchery's outdoor areas.

• Manage pest and invasive species, including terrestrial weed control, aquatic pest control, rodent control, insect control, and feral cat management.

• Comply with environmental regulations, including waste discharge permits and Endangered Species Act (ESA) requirements.

• Maintain qualified and sufficient workforce for uninterrupted operations.

• Adhere to current best practices in fisheries science, the Hatchery Genetic Management Plan (HGMP), and Reclamation's management plans.

• Meet specific annual production goals for Chinook salmon and steelhead.

• Maintain fish health according to industry standards.

• Ensure unimpeded flow capacities and compliance with water quality standards in water conveyance facilities.

• Manage rodent populations to prevent interference with operations, structural damage, and safety hazards.

• Control insect and invertebrate pests that pose a nuisance or safety hazard, or threaten structural integrity.

• Prevent feral cat access to sensitive areas and food sources.

• Comply with all applicable federal, state, and local laws and regulations.

• Submit required reports and plans, including SOP, Emergency Action Plan, Hatchery Safety Plan, Annual Operation and Maintenance Plan, Hatchery Annual Report, and Monthly Preventative Maintenance Reports.

• Period of Performance: Base Period (July 1, 2026 – June 30, 2027) plus four (4) 12-month option periods (through June 30, 2031).

• Place of Performance: Nimbus Fish Hatchery facilities, 2001 Nimbus Road, Gold River, CA 95670.

• Contractor must coordinate with Reclamation staff for operations, maintenance, and reporting.

• Contractor must develop and submit various plans and reports as specified.

• Contractor is responsible for all labor, materials, supplies, and equipment.

• Government will provide water; Contractor is responsible for electrical service charges.

• Contractor must comply with Reclamation's Safety and Health Standards (RSHS).

• Contractor is responsible for safeguarding all Government property.

• Contractor must develop a Communication System Security Plan.

• Contractor must ensure ESA compliance and support HGMP development and implementation.
