Quick Summary
The National Park Service (NPS) intends to issue a sole source contract award to ERO Resources Corporation for specialized wetland science and regulatory compliance support at Grand Teton National Park (GRTE). This effort supports a priority of the Secretary of Interior (SOI) by providing essential baseline data for regulatory compliance and long-term resource management. Firms capable and interested in performing this requirement must contact the Contracting Officer by May 1, 2026, 5 PM ET.
Scope of Work
The contractor will provide "follow-on" services, including:
- Wetland Delineation: Conduct a sub-meter accurate wetland delineation across approximately 195 acres within the Moose-Wilson Road corridor in GRTE, encompassing all Waters of the United States (WOTUS) and non-WOTUS wetland habitats. This will adhere to the USACE 1987 Wetlands Delineation Manual, Western Mountains Regional Supplement, and NPS wetland identification standards (FGDC classification, Director's Order 77-1).
- Wetland Functional Assessment: Perform a quantitative assessment meeting USACE and NPS Wetlands Program requirements.
- Jurisdictional Determination: Prepare and submit a request for a Preliminary Jurisdictional Determination and support USACE field verification.
- Reporting: Prepare a comprehensive Wetland Delineation Report and a Wetland Statement of Finding (WSOF) to support Clean Water Act compliance, NPS policy, and resource management decisions. The WSOF will include a compensation plan with conceptual grading, planting, functional lift assessment, and cost estimates.
- Project Management: Includes a kick-off meeting, developing a project work plan (including a safety plan), and participating in bi-weekly progress meetings.
