Justification for Sole Source
This action is pursuing a waiver from competitive placement under FAR 8.405-2, based on the application of FAR 8.405-6(a)(1)(i)(B).
Action for Industry
Interested parties must demonstrate clear and convincing evidence that competition would be advantageous to the Government, not cost or time prohibitive, and would not hinder the mission objective of supporting the EPA’s AERMOD and Greenbook program.
