Purpose of RFI

Proposed Contract Structure Revisions
The current draft solicitation contemplates a five-year initial period followed by an additional five-year period with prospective price redetermination (FAR 52.216-5). The Government is now considering a shorter sequence: a three-year initial period followed by three additional redetermination periods of three years, two years, and two years, respectively.
Information Requested
Vendors are invited to provide:
- A brief explanation of whether shorter redetermination periods would or would not enable improved pricing.
- If willing, sample pricing comparisons between the proposed 3/3/2/2-year structure and the initial 5-year structure, including detailed price breakdowns.
Forthcoming Solicitation Details (Anticipated)
- Scope: On-Call and Exclusive-Use Air Tactical Group Supervision (ATGS) Flight Services for the United States Wildland Fire Service (USWFS). Services include air tactical operations, aerial fire reconnaissance, and limited law enforcement surveillance.
- Key Requirements: Contractors must possess an FAA Part 135 certificate. Aircraft requirements include multi or single-engine turbine/turboprop land airplanes equipped for ATGS operations, specific avionics, and pilot qualifications (e.g., FAA commercial pilot, 1,500 total flight hours).
- Contract Type: Indefinite Delivery Indefinite Quantity (IDIQ) MATOC. Orders may be issued from August 22, 2026, to August 21, 2036.
