This solicitation is for Off-Range Corral (ORC) Support Services for the Wild Horse & Burro Program (WHBP) in Region 2, which includes Iowa, Missouri, Illinois, Indiana, and Ohio. The Bureau of Land Management (BLM) requires these services to manage and control wild horses and burros on public lands.

• Animal Care: Maintain and care for wild horses and burros, including unloading, sorting, identification, and placement in appropriate corrals. This includes restraint for vaccinations, deworming, and hoof trimming.

• Feed and Water: Provide land, pens, feed (good or premium quality grass, grass-alfalfa, or alfalfa hay), salt, minerals, and fresh, clean water. Specific feeding and watering requirements are detailed, including minimum space per animal and trough cleaning.

• Facilities: Provide and maintain corrals, holding pens, sorting pens, working areas, and covered working areas. Specifics on corral construction (height, material, no barbed wire), fencing, and site access are provided.

• Health and Veterinary Services: Furnish veterinary services, including vaccinations, deworming, EIA tests, and emergency medical treatment, not to exceed $350/year per animal. Veterinarian must be on call and available within 4 hours.

• Hoof Trimming: Perform hoof trimming as needed before animals are placed into private care.

• Carcass Disposal: Manage carcass disposal according to state sanitation laws.

• Reporting: Submit daily feed & care logs, incident reports (within 24 hours of injury, illness, or death), and transportation notifications (at least 72 hours prior to movement).

• Contract Type: Indefinite Delivery / Indefinite Quantity (IDIQ) contract, awarded to technically qualified small and large businesses.

• Period of Performance: Five (5) years from the date of contract award, including a base year and four (4) 1-year ordering periods.

Technical Capability, Past Performance, and Small Business Participation combined are significantly more important than Price. The award will be made to the offeror providing the best value.
