This solicitation is for Off-Range Corral (ORC) Support Services for the Wild Horse & Burro Program (WHBP) in Region 4, which includes Minnesota, Wisconsin, and Michigan. Technical Capability is more important than Past Performance and Small Business Participation, which are combined and more important than Price. The award will be made on a best-value basis.

• The acquisition is unrestricted, full and open competition.

• Awards will be made to technically qualified small and large businesses.

• The solicitation includes numerous FAR clauses and provisions related to contract terms, conditions, representations, and certifications.

• Offerors must identify the specific city, county, and state of each proposed performance location for SCA wage determination purposes.
