Solicitation / RFP / RFQ

This is a combined synopsis/solicitation (RFQ) for commercial items to procure laboratory testing services for water chemistry and biology for the Oklahoma City VA Health Care System (OKC VA HCS). The contract will be an Indefinite Delivery Indefinite Quantity (IDIQ) format.

• Laboratory testing services for water chemistry and biology.

• Contractor will provide materials and laboratory services; work is not performed on VA campuses.

• Services must adhere to ANSI/AAMI ST108:2023, VHA Directive 1061, and ES-2019-001 Cooling Tower Water Systems.

• Sampling materials and equipment must be mobilized in advance for scheduled testing.

• Samples must be processed within 24 hours of collection.

• Testing deliverables (data and reports) must be submitted within 15 days of sample receipt at the laboratory.

• All digital deliverables must adhere to specific naming conventions and formatting for upload into the VA’s Water Safety Management Tool (WSMT) database.

• Required laboratory certifications include accreditation to ISO/IEC 17025:2017, proficiency in CDC ELITE or PHE Legionella EQA schemes, and ability to identify specific Legionella species and serogroups.

• Contractor personnel working on VA property require PIV badging.

• Contract Type: Indefinite Delivery/Indefinite Quantity (IDIQ) with Firm-Fixed Price Task Orders.

• Period of Performance: Base Period 1 (05/01/2026 - 04/30/2027) through Option Period 5 (05/01/2030 - 04/30/2031).
