This is a combined synopsis/solicitation for commercial products and services for Underground Storage Tank (UST) Compliance and Inspection Services for the VA Loma Linda Healthcare System (VALLHCS). The services are required to ensure safe UST operations, maintain environmental compliance, and avoid regulatory violations across five VA sites.

• UST Compliance Services: Ensuring compliance with EPA, OSHA, CalEPA, California Health and Safety Code, SB989, and San Bernardino County Hazmat standards. This includes coordinating inspections and services with VA boiler plant supervision.

• Designated UST Operator Service (Monthly): Providing annual site-specific on-the-job UST training for facility employees, including emergency contact information, spill/overfill response, monitoring equipment operation, and best management practices.

• Visual Inspections (Monthly): Performing visual inspections of UST facilities, reviewing alarm history, checking sumps for contaminants, verifying monitoring equipment placement, and confirming completion of required testing. Notifying the owner/operator of any follow-up actions needed.

• Vapor Recovery Testing Services: Notifying the applicable air district and GDF manager, performing pre-test inspections and minor repairs on vapor control systems, and documenting test results.

• Annual Monitor Certification: Testing and certifying UST monitoring systems and leak sensors in the presence of a CUPA inspector, performing hydrostatic testing on spill containers, and installing new certification labels.

• Tri-Annual Secondary Containment (SB-989) Inspection: Conducting vacuum integrity tests on interstitial spaces, pressurized line tests on secondary lines, and hydrostatic tests on various sumps and containment pans.

• Triennial Overfill Prevention Equipment Inspection: Testing audio/visual overfill alarms and ball float valves, inspecting and re-installing overfill prevention equipment valves.

• Period of Performance: One base year with four (4) one-year option years.

• Place of Performance: VA Loma Linda Healthcare System (VALLHCS), Jerry L. Pettis VA Medical Center (VAMC), 11201 Benton Street, Loma Linda, CA 92357-1000.

This is a Sources Sought Announcement for market research purposes only. The Department of Veterans Affairs (VA) Loma Linda Healthcare System (VALLHS) is seeking information from potential qualified contractors capable of providing underground storage tank (UST) compliance and inspection services. This announcement is not a solicitation and does not obligate the government to award a contract.

The contractor will be expected to provide underground storage tank compliance and inspection services for the VA Loma Linda Healthcare System.
