Quick Summary

The Department of Veterans Affairs (VA), NCO 5, is conducting a Sources Sought/RFI (36C24526Q0448) to identify qualified entities for a VAMHCS Water Chemical Supply & Support Contract. This 5-year contract (base plus 4 option years) will provide chemicals and support for HVAC equipment, Legionella prevention, and water treatment at Perry Point VAMC, Baltimore VAMC, and Loch Raven VAMC. Responses are due by April 24, 2026, at 11:00 AM EST.

Scope of Work

This new contract effort is holistic, serving the distinct needs of three major VAMHCS sites:

  • Perry Point VAMC: Requires chemical water treatment for boiler and cooling tower systems, including specific formulations (e.g., advanced polymer treatment, oxidizing/non-oxidizing biocides), bulk/neat delivery, and extensive Legionella testing (36 tests annually). Compliance with ASHRAE, OSHA, CDC, and CTI standards is mandatory. Contractor qualifications are stringent, requiring 20+ years of experience, ISO-9000 certification, a staffed laboratory with Ph.D. chemists, degreed field personnel with 20+ years of experience, and specific certifications (OSHA 30/40 Hour, Walchem factory certification). The contractor must also provide 24/7 emergency response, operator training, and detailed monthly reporting.
  • Baltimore VAMC: Requires routine water treatment and testing services for three air-cooled towers (open loop) and two closed-loop systems (heating and chilled water). Services include chemical application, inspection/adjustment of water treatment equipment, water sample analysis, and Legionella testing (twice annually). The vendor must provide real-time data access and maintain specific chemical concentrations to minimize biological growth, corrosion, and mineral buildup. Training for VA staff on cooling tower operations, chemical handling, and testing is also required.
  • Loch Raven VAMC: Needs are currently To Be Determined (TBD).
