This RFI aims to gather information on potential qualified sources and their capabilities to inform future acquisition decisions.

Scope of Work

The contractor will perform a visual evaluation and sampling of potential asbestos-containing materials (ACM), lead-based paint (LBP), radon gas, PCBs, mercury, and other hazardous materials. The survey will cover approximately 1.2 million square feet across all buildings and structures on the 100-acre Tibor Rubin VA Medical Center campus. Specific tasks include:

  • Testing for ACM (e.g., mastic adhesive, TSI, drywall, roofing, transite pipes).
  • Testing for LBP on surfaces and ceramic tile glaze.
  • Testing for Mercury and PCBs (e.g., electrical switches, ballasts, oils).
  • Radon testing in ground-contact rooms and 10% of upper-floor rooms.
  • Visual inspection for containerized hazardous substances (e.g., refrigerants, storage tanks).
  • Potholing survey for soil samples to test for gasoline/diesel/oil range organics, BTEX, and lead. All work must comply with VALBMC, Local, State, and Federal codes and laws.

Deliverables
