Sources Sought / Request for Information (RFI)

This RFI is for informational and planning purposes only and is NOT a solicitation. The Department of Veterans Affairs (VA) is seeking information on potential qualified sources for updated Asbestos, Lead Based Paint, and other Hazardous Materials (ALBHM) survey testing services at the Tibor Rubin VA Medical Center in Long Beach, CA. The goal is to assess all buildings for compliance with Veterans Health Administration Directive 7714 (Asbestos Management Plan). No Phase I Site Assessment has been commissioned in the past 5 years.

The survey must include a visual evaluation and sampling of:

• Potential asbestos-containing materials (ACM)
• Lead-based paint (LBP)
• Radon gas
• PCBs
• Mercury
• Other potentially hazardous materials (e.g., containerized hazardous substances, refrigerants)
• Soil samples for specific organic compounds and lead (via potholing survey)

The survey shall cover all buildings and structures at the Tibor Rubin VA Medical Center, approximately 1.2 million square feet on a 100-acre lot. The survey must summarize work conducted, discuss findings, and include recommendations for abatement or management practices. Specific testing protocols for ACM, LBP, PCBs, Mercury, and Radon are detailed, requiring adherence to various federal and state regulations and accreditation standards.

• ALBHM Survey Report: Including introduction, detailed findings with unique material identifiers, recommendations, and a summary table spreadsheet compatible with ArcGIS.
• AutoCAD (.dwg) or similar color drawings showing ALBHM and sample locations.
• Asbestos Management Plan, including an Operation and Maintenance (O&M) plan compliant with 40 CFR 763.91.
