Sources Sought Synopsis

This document is a Sources Sought Synopsis for Hazardous Waste Pick Up and Disposal services for the VA San Francisco Health Care System (SFVAHCS). It is for market research purposes to assist the Department of Veterans Affairs, Network Contracting Office (NCO) 21, in determining acquisition strategies and identifying potential vendors. This is not a solicitation, and no contract will be awarded based on this notice. Costs incurred in responding are not reimbursable.

• Provision of Hazardous Waste Pick Up and Disposal services.

• A draft Statement of Work (SOW) is attached for reference.

• Intended Period of Performance: 5 years, estimated to begin around April 1, 2026.

• Response Due Date: January 22, 2026, 1:00 PM PST.

• Vendors must be registered in the System for Award Management (SAM).

• NCO 21 is seeking vendors with economic statuses of Service-Disabled Veteran-Owned, Veteran-Owned, and other Small Businesses.

• Responses should include company information, UEI, and socio-economic status.

• Specific questions regarding standard practices, subcontracting plans, and estimated pricing are requested for market research.

• The Service Contract Act will apply.

• Invoices will be accepted on a monthly basis only.

• Limitations on Subcontracting requirements (FAR 52.219-14) apply to small businesses.

Statement of Work (SOW) / Performance Work Statement (PWS)

To provide services for the inspection, packaging, loading, transportation, storage, recycling, reuse, recovery, treatment, and disposal of hazardous wastes from the Department of Veterans Affairs San Francisco Health Care System (SFVAHCS) facilities, including certain recyclable waste streams.

• Hazardous Waste Management: Monthly pick-ups of hazardous waste containers from SFVAHCS storage locations, with frequencies subject to change. Includes inventories, as-needed expedited removals, sampling/analysis for unknown waste streams, reports, manifest preparation and tracking, container labeling, and mailing manifests.

• Excluded Wastes: Regulated medical waste, radioactive waste, mixtures of radioactive waste with hazardous waste, or universal waste are not included.

• Locations: Services required at San Francisco VA Medical Center, Mission Bay Research Center, and several Community Based Outpatient Clinics (CBOCs) in San Francisco, San Bruno, Santa Rosa, Ukiah, Clearlake, and Eureka.

• Contractor Furnished: Contractor must provide all labor, supervision, supplies, materials, services, equipment (including drums, labels, manifests, removal equipment, trucks, scales, sampling equipment, spill cleanup supplies, forklifts), transportation, permits, and authorizations.

• Regulatory Compliance: Adherence to 40 CFR, 49 CFR, California Code of Regulations Title 22, and other applicable regulations is mandatory.

• Pick-up Frequencies: Weekly (chemo & pharmaceutical waste), Bi-weekly (various medical center waste), Monthly (research labs), Quarterly (off-site CBOCs), and as-needed for universal waste or other categorized hazardous waste.

• Emergency Response: Spill cleanup must commence within 4 hours of notification. Contractor must be available 24/7 via telephone, with a 1-hour response time for actionable communication.

• Reporting: Annual waste movement reports, monthly inventory characterization profiles, and prompt submission of manifests and bills of lading.

• TSDF Requirements: Treatment Storage and Disposal Facilities (TSDFs) must be within 750 miles of San Francisco (150 miles for temporary 10-day TSDFs), unless waived by the COR. TSDFs require COR approval, including submission of capabilities, permits, contact info, and violation history.

• Period of Performance: April 1, 2026, through March 31, 2027, with four one-year options.

• Place of Performance: Various SFVAHCS facilities and CBOCs. Contractor must be located within 100 miles of SFVAHCS in San Francisco.

• Personnel Qualifications: Contract managers require 5 years of experience, HAZWOPER and DOT Hazardous Materials Training. Crew supervisors need 3 years of experience, and crew members need 2 years of experience in hazardous waste packaging. Resumes and training certificates are required.

• Subcontractors: Must be pre-approved by the CO and COR. TSDFs must also be approved.

• Insurance and Liability: Contractor is responsible for all damages and must provide certificates of insurance.

• Spill Prevention & Response: Contractor is liable for spills and must provide immediate notification and cleanup. Emergency response equipment and trained personnel are required.

• Invoicing: Monthly, with supporting documentation. Electronic submission required via Tungsten Network.
