The primary purpose of this Sources Sought is to identify potential qualified sources for environmental consulting services (NAICS 541620) and to determine the interest, capability, and socioeconomic size classification of suppliers for the required SPCC Plan update. The government will not make an award based on responses to this notice.

Scope of Work

The effort requires updating the existing SPCC Plan and its Oil Spill Control Plan (OSCP) appendix for the Eastern Colorado Health Care System (ECHCS) to ensure compliance with federal, state, local, and VA regulations (including 40 CFR, 44 CFR, 49 CFR, and Colorado Department of Oil and Public Safety Regulations). Key tasks include:

  • Site analysis/evaluation and identification of preventative measures.
  • Above-ground storage tank inspections and prevention training.
  • Updating specific plan elements such as piping layouts, leak monitoring panels, and oil-containing equipment lists.
  • Performing a field investigation and providing a detailed inventory of storage, handling, and transfer facilities with photographs and site drawings.

Deliverables

  • A draft updated SPCC Plan with OSCP Appendix, submitted 45 days after the site survey.
  • A final SPCC Plan with OSCP Appendix, incorporating ECHCS comments, submitted within 5 work-days of receiving comments.
  • Two (2) hard copies and two (2) digital copies (PDF and Microsoft Word compatible) of the final plan.
  • Contractor-developed/updated ECHCS installation site maps compatible with AutoCAD, delivered in hard copy and on CD-ROM.

Period and Place of Performance

  • Period: Anticipated 60 days from start to finish, inclusive of revisions (expected June 27, 2026, to August 27, 2026).
  • Place: Rocky Mountain Regional VA Medical Center, 1700 North Wheeling Street, Aurora CO 80045.

Special Requirements

  • The contractor must be a third-party registered professional engineering firm located within the State of Colorado.
  • Strict adherence to VA records management, information security, and data protection laws and directives is mandatory.
  • Contractor employees must complete required VA training on cybersecurity, privacy, and records management.
