Quick Summary
The Department of Veterans Affairs (VA), specifically the NETWORK CONTRACT OFFICE 19 (36C259), is soliciting quotes for an Spill Prevention, Countermeasures and Control (SPCC) Plan Update for the Rocky Mountain Regional VA Medical Center in Aurora, Colorado. This opportunity is a Service-Disabled Veteran-Owned Small Business (SDVOSB) Set-Aside. Quotes are due May 05, 2026, at 12:00 PM Mountain Time.
Scope of Work
The primary objective is to update the existing SPCC Plan and Oil Spill Control Plan (OSCP) appendix for the Eastern Colorado Health Care System (ECHCS) at the Rocky Mountain Regional VA Medical Center. This includes:
- Providing guidance on site-specific procedures for handling petroleum products and oil spills.
- Incorporating site analysis/evaluation, preventative measures, above-ground storage tank inspections, prevention training, and spill prevention/control/countermeasures requirements.
- Developing written procedures for piping layout, leak monitoring panel updates, and adding oil-containing equipment to the AST list.
- Identifying and ensuring 100% compliance with applicable federal, state, local, and VA laws and regulations (e.g., 40 CFR 109, 110, 112, 117, 280, 300; 44 CFR 302; 49 CFR 171-178; and Colorado Department of Oil and Public Safety Regulations).
- Performing a comprehensive field investigation and evaluation.
- Submitting an updated SPCC Plan in EPA required format, along with a detailed inventory of storage, handling, and transfer facilities with photographs and site drawings.
- Updates to existing CAD drawings are required; updates on PDF versions are not acceptable.
Key Requirements & Clarifications
- Mandatory Contractor Location: The contractor must be a third-party registered professional engineering firm located within the State of Colorado. This is a critical requirement to ensure timely, in-person reporting to the State of Colorado’s Department of Oil and Public Safety, if needed, and to address past issues with out-of-state firms. Out-of-state entities cannot be awarded the contract, even with a Colorado PE Stamp.
- Plan Update Method: The plan should be updated using the previous/current template, which is compliant with Colorado and EPA requirements, rather than a full redevelopment. The plan was last updated in 2023.
- Training: Formal training courses are not required, and no students will participate.
- Existing SPCC Details: The RMRVAMC has 25 oil-containing tanks with a total approximate volume of 206,000 gallons. The existing SPCC is preferred for consistency.
