Quick Summary
The Defense Logistics Agency Weapons Support – Richmond (DLA WS RIC) has issued a Sources Sought notice for F135 Propulsion System Supply Chain Management & Programmatic Support. This is market research for a potential Long-Term Contract (LTC) to transition F135 Propulsion System Sustainment from the F-35 Joint Program Office (JPO) to DLA. Responses are due by July 8, 2026.
Scope of Work
The DLA anticipates a comprehensive sole-source requirements-type contract, potentially lasting 10 years (5-year base + 5-year option), under basic agreement SPE4AX-22-D-0001. The scope includes consumable and depot-level repairable (DLR) spare parts, as well as ancillary services like programmatic supply chain forecasting and management for the F135 Engine.
Currently, approximately 3,500 non-NSN engine components are sole source to Pratt & Whitney (Raytheon Technologies). An additional ~435 DLA-managed common NIINs (detailed in the attached "Sources Sought NIIN List.xlsx") are included for holistic forecast management, though they will likely remain supported through independent acquisitions.
