Purpose & Scope

This RFI serves as market research (IAW FAR Part 10.001) to gather information and comments from interested parties capable of procuring, preserving, wrapping, and shipping F139-PW4062-100 spare engine cores to Tinker AFB, Oklahoma, where Engine Build Up (EBU) will occur. The scope specifically covers the core engines; Quick Engine Change (QEC) components, EBU, Inlet Cowl, and Engine Trailer/Cradle will be procured separately.

Key Requirements

  • Engine Procurement: Fabricate and/or procure, assemble, test, and deliver zero-time F139 spare engine cores (PW 4062-3) to the most current configuration, meeting KC-46A production standards.
  • Logistics: Preserve, wrap, and ship engines to Tinker AFB, Oklahoma, adhering to specified military standards for packaging, handling, storage, and transportation.
  • Certification: Contractors must be FAR Part 145 certified or capable of certification.

  • Data Delivery: Provide complete engine build data/records for entry into the USAF G081 Mobility Aircraft Data Systems, including Comprehensive Engine Management System (CEMS) reporting data and Item Unique Identification (IUID) marking (MIL-STD-130N).
  • Quality Assurance: Maintain a quality system addressing ISO 9001 standards and develop an Acceptance Test Plan.
  • Special Requirements: Adherence to Configuration Management, Data Management, Risk Management, GIDEP Participation, and Export Control regulations.
