Quick Summary
The Department of the Air Force (F-16 System Program Office, Hill AFB) is conducting a Sources Sought Synopsis (SSS) for the F-16 High Resolution Programmable Display Generator+AP Cards (HRPDG+AP Cards). This market research aims to identify capable sources for the design, development, fabrication, testing, and production of these critical components. The Air Force is exploring the potential for a Small Business Set-Aside. Responses are due by June 8, 2026, 10:00 AM MST.
Purpose
This SSS is for information and planning purposes only, not a solicitation. Its primary goal is to conduct market research to identify responsible sources, assess the competitiveness of the effort, and determine if it can be designated as a total Small Business Set-Aside. The Government is interested in all small business concerns, including 8(a), Service-Disabled Veteran-Owned, HUBZone, and Women-Owned businesses. Information gathered will inform the acquisition and source selection strategy for the program's production phase.
Scope of Work
The F-16 SPO seeks sources capable of providing personnel, materials, services, facilities, logistic support, data, and management required to design, develop, fabricate, test, and document HRPDG+AP Cards within one year of award. This includes establishing a production delivery schedule and providing support equipment and/or computer programs as defined by the System Requirements Document (SRD), Subsystem Requirements Document (SSRD), and Contract Data Requirements List (CDRL). The HRPDG upgrade aims to enhance the F-16's display/video processing capabilities, supporting high-definition video, moving maps, and Ethernet connectivity.
Key Technical Details
The Subsystem Requirements Document (SSRD) outlines detailed technical, performance, interface (e.g., MIL-STD-1553B, Ethernet, RS-422, DVI), mechanical, environmental, and quality assurance requirements for the HRPDG subsystem. Crucially, data rights for the HRPDG, associated support equipment, and test equipment are proprietary to GDMS and will NOT be provided by the Government. No funds are available for reverse engineering, as GDMS is the Original Equipment Manufacturer (OEM).
