• Offeror Representations: Specific representations and certifications (FAR 52.212-3) must be completed and submitted with the offer. Failure to provide required certifications may render the offer ineligible.

• Limitations on Subcontracting Certification: A formal certification must be completed, signed, and returned with the bid/quotation/proposal.

• Small Business Programs: Detailed representations and certifications related to VOSB, SDVOSB, Small Disadvantaged Business, WOSB, EDWOSB, and HUBZone concerns are required. Compliance with limitations on subcontracting for these categories is critical.

Solicitation / RFP / RFQ

This is a combined synopsis/solicitation for commercial services, specifically for Environmental Compliance Support at the VA Greater Los Angeles Healthcare System. The contractor will be responsible for developing and updating a Sewer System Management Plan (SSMP) and a Storm Water MS4 Phase 2 permit.

• Update Storm Water MS4 Phase 2 Plan.

• Construct support for the Storm Water SMARTS database.

• Develop and submit Sewer System Management Plans (SSMP).

• Provide all necessary means, methods, equipment, expertise, labor, materials, supervision, supplies, transportation, and qualified personnel, including a California Professional Engineer or environmental professionals with current Certified QSP & QSD credentials.

• Adhere to NPDES Stormwater Rules, California State Water Resources Control Board (SWRCB) Sewer System Management Plan (SSMP) under Order 2022-0103-DWQ, and all other applicable local, State, and Federal laws/regulations.

• Comply with VA safety and fire regulations, OSHA standards for confined spaces (29 CFR 1910.146), and California Code of Regulations, Title 8.

• Submit a work plan and Health and Safety Plan for approval prior to commencing work.

• Evaluation Criteria: Price alone is the sole evaluation factor. The award will be made to the responsible offeror with the lowest-priced quote that does not exceed available funding and is found to be reasonable.
