Statement of Work (SOW) / Performance Work Statement (PWS)

To procure recycling and disposal services for various types of hazardous and non-hazardous wastes for the VA Central California Health Care System (VACCHCS).

• Provide on-site services (OSSs) at regular intervals (minimum monthly) for inspections and waste pick-up at Satellite Accumulation Areas (SAA), Main/Central Accumulation Areas (MAA/CAA), and Community Based Outpatient Clinics (CBOC).

• Offer training to VA employees on hazardous waste management, universal waste, Department of Transportation (DOT) regulations, First Responder Operations Level, and Hazardous Materials Technician requirements.

• Provide emergency spill response services for hazardous, non-hazardous, radiological, biomedical, and DEA controlled substance wastes.

• Services will be provided under a four-year Indefinite Delivery Indefinite Quantity (IDIQ) contract.

• Locations include the VACCHCS Main facility in Fresno, CA, and listed SAA locations (Attachment 1).

• Emergency response services must be provided 24/7, with a response time of within two (2) hours to spill incidents at medical centers or CBOCs.

• Contractor must maintain a centralized waste tracking system accessible via the internet, capable of exporting data to Excel or Access.

• Weekly/monthly inspections of waste from satellite accumulation areas are required.

• Waste minimization practices and programs are to be developed and implemented.

• Four-year IDIQ contract with specific ordering periods from 06/17/2026 to 06/16/2031.

• Services are to be performed at VACCHCS Main facility and associated locations.

• Contractor must possess necessary technical expertise and resources.

• Provide annual training for employees on RCRA, HAZWOPER, and DOT.

• Develop and implement a training plan in coordination with VACCHCS.

• Attend quarterly meetings with the GEMS Program Manager.

• Maintain all required licenses and permits at no additional cost to the Government.

• Provide a detailed site safety plan and Environmental Protection Plan.

• All subcontractors must be approved by the Government.

• Maintain records and provide reports as required, including manifests, disposal certificates, and waste minimization audits.

This is a Sources Sought Announcement for hazardous waste disposal services for the Department of Veterans Affairs (VA) Central California Health Care System (VACCHCS) located in Fresno, CA. The VA Network Contracting Office (NCO) 21 is gathering information to determine potential procurement strategies and interested contractors.
