Statement of Work (SOW)

To procure recycling and disposal services for various types of hazardous and non-hazardous waste for the VA Central California Health Care System (VACCHCS).

• Provide on-site services (OSSs) including inspections and waste pick-up at Satellite Accumulation Areas (SAA), Main/Central Accumulation Areas (MAA/CAA), and Community Based Outpatient Clinics (CBOC).

• Offer training for VA employees on hazardous waste, universal waste, DOT, First Responder Operations Level, and Hazard Materials Technician requirements.

• Provide emergency spill response services for a wide range of hazardous and non-hazardous materials.

• Services include categorization, packaging, transport, documentation, and disposal of hazardous, non-hazardous, biological, asbestos, radiological, DEA controlled substances, and universal wastes.

• Waste disposal must adhere to federal, state, and local regulations, with a preference for recycling, fuel blending, or incineration.

• Emergency spill response within two (2) hours for medical centers and CBOCs.

• Maintain a centralized waste tracking system accessible via the internet, capable of exporting data.

• Conduct weekly/monthly inspections of SAAs and provide reports.

• Perform waste minimization audits and provide reports.

• Indefinite Delivery Indefinite Quantity (IDIQ) contract with a four-year period of performance.

• Locations include VACCHCS Main facility in Fresno, CA, and listed SAAs (Attachment 1).

• Contractor must possess necessary technical expertise and resources.

• Provide annual training for employees on relevant regulations (RCRA, HAZWOPER, DOT).

• Maintain all required licenses and permits.

• Provide a detailed site safety plan and Environmental Protection Plan.

• Contractor must approve all subcontractors and ensure 50% of performance is by the prime.

• Maintain records for controlled substance transfers for at least two years.

• Provide a list of all containers and pricing with the proposal.

Sources Sought Announcement

This is a Sources Sought Announcement for Hazardous Waste Disposal services. The Department of Veterans Affairs (VA) Network Contracting Office (NCO 21) is gathering information from contractors capable of providing these services for the VA Central California Health Care System in Fresno, CA. This announcement is for planning purposes only and does not constitute a solicitation. No contract will be awarded directly from this announcement.

Contractors must be able to provide hazardous waste disposal services in accordance with the attached DRAFT Statement of Work (SOW) and Performance Work Statement (PWS).

Information is being sought from all interested contractors. Specific socioeconomic status questions are asked to aid in determining the procurement strategy.
