Fit reasons
- NAICS alignment with historical contract wins in similar service areas.
- Scope strongly matches core technical capabilities and delivery model.
Risks
- Past performance thresholds may require one additional teaming partner.
- Potential clarification needed on staffing minimums before bid/no-bid.
Next steps
Validate eligibility requirements, assign capture owner, and schedule partner outreach to confirm teaming strategy before submission planning.
Quick Summary
The Buckley Space Force Base (BSFB) 460th Contracting Squadron is conducting market research through a Sources Sought notice to identify qualified contractors capable of providing cooling infrastructure repair materials. This effort aims to determine the appropriate procurement method for material packages including elbow and pipe repair, pipe freezing kits, and carbon fiber composite reinforcement. Responses are due by April 15, 2026.
Scope of Work
The government seeks vendors to supply three distinct, new, commercial-off-the-shelf (COTS) material packages for repairing and fortifying the cooling water system within the Mission Delta 4 (MD4) Restricted Area. Materials must be delivered to Buckley Space Force Base, Colorado, no later than 3 days after receipt of order.
Key Requirements
- ITEM 0001: Elbow and Pipe Repair Package: Includes carbon steel pipe repair clamps (straight, 90/45-degree elbows) in various sizes (3" to 10"), rated for a minimum of 60 PSI water pressure. Clamps must feature internal 3-Layer Polyethylene (3LPE) coating or internal epoxy/neoprene sheet and comply with ASME PCC-2, ISO 24817, and ASME B13 standards.
- ITEM 0002: Pipe Freezing Kit: A liquid CO2-based kit capable of forming dry ice at -109°F or colder, supporting pipes from 3/8-inch to 10 inches in diameter. Must include necessary components like high-pressure hoses (min. 16 ft) and adapters, complying with ASME PCC-2, ISO 24817, and/or ASME B13 standards.
- ITEM 0003: Carbon Fiber Composite Reinforcement Package: A field-saturated composite system utilizing carbon fiber cloth, epoxy, and filler for sealing steel pipe leaks on cooling water lines. It must operate up to 200°F, have a cured ply thickness of at least 0.0105 inches, and comply with ASME PCC-2, ISO 24817, and/or ASME B13 standards.
Information Requested
Vendors are requested to provide information on: fastest delivery time (within 3 days to BSFB), alternative NAICS codes, required certifications, availability on pre-priced contract vehicles (e.g., GSA schedule), warranty details, company information (name, address, POC, CAGE/DUNS), confirmation of authorized reseller status, clarity of the requirement, Rough Order of Magnitude (ROM), feasibility of 3-day delivery, and whether a site visit is needed. Submissions should be sent via email to SSgt Ethan Sullivan (ethan.sullivan@spaceforce.mil) and TSgt Mathew Kennedy (mathew.kennedy.24@spaceforce.mil).
