This document is a Sources Sought notice issued by the Buckley Space Force Base (BSFB) 460th Contracting Squadron to gather market research on the availability of qualified contractors to provide specific material packages. The goal is to determine the procurement method for these items.

The government is seeking vendors capable of providing three distinct material packages as a single, consolidated delivery. All materials must be new, commercial-off-the-shelf (COTS).

• ITEM 0001: Elbow and Pipe Repair Package: Includes various sizes of carbon steel pipe repair clamps (straight and 90/45-degree elbows), rated for a minimum of 60 PSI water pressure, with internal 3-Layer Polyethylene (3LPE) coating and compliance with ASME PCC-2, ISO 24817, and ASME B13 standards.
• ITEM 0002: Pipe Freezing Kit: A kit to freeze stationary water using liquid CO2, capable of forming dry ice at -109°F or colder. Must support pipes from 3/8-inch to 10 inches in diameter and include necessary components like high-pressure hoses (min. 16 ft) and adapters. Compliant with ASME PCC-2, ISO 24817, and/or ASME B13 standards.
• ITEM 0003: Carbon Fiber Composite Reinforcement Package: A field-saturated composite system using carbon fiber cloth, epoxy, and filler for sealing steel pipe leaks on cooling water lines. Must operate up to 200°F, have a cured ply thickness of at least 0.0105 inches, and comply with ASME PCC-2, ISO 24817, and/or ASME B13 standards.

This is a market research notice, not a solicitation. Vendors are requested to submit written responses to specific questions via email by 9 April 2026 to SSgt Ethan Sullivan (ethan.sullivan@spaceforce.mil) and TSgt Mathew Kennedy (mathew.kennedy.24@spaceforce.mil).

Vendors are asked to provide:

• Fastest delivery time to Buckley Space Force Base, CO (within 3 days of order).
• Alternative NAICS codes.
• Required certifications.
• Availability on pre-priced contract vehicles (e.g., GSA schedule).
• Warranty information.
• Company details (name, address, POC, CAGE/DUNS).
• Confirmation of authorized reseller status.
• Clarification on requirement clarity.
• Rough Order of Magnitude (ROM).
• Confirmation if 3 days is sufficient for delivery.
• Whether a site visit is needed.

This announcement is not a commitment to issue a solicitation or award a contract. The government is not seeking quotes at this time. Products must meet government requirements for Energy Star or Federal Energy Management Program (FEMP)-designated products and use non-ozone depleting substances where applicable.

Statement of Need (SON)

To procure materials for repairing and fortifying the cooling water system within the Mission Delta 4 (MD4) Restricted Area (RA).

Purchase of materials for leak repair and temporary pipe isolation. This includes:

• Carbon steel pipe repair clamps
• A pipe freezing kit for pipes up to 10" diameter
• Carbon fiber cloth for leak hardening

Elbow Repair Package:

• Two (2) each of 10", 8", 6", 4", and 3" pipe repair clamps.
• Two (2) each of 10", 8", 6", 4", and 3" 90-degree elbow clamps.
• Two (2) each of 10", 8", 6", and 4" 45-degree elbow clamps.
• Clamps must withstand up to 60 PSI water pressure, be internally 3-Layer Polyethylene (3LPE) coated, and be carbon steel.
• Clamps must have internal epoxy coating or come with a neoprene sheet.
• Material compliance with ASME PCC-2, ISO 24817, and ASME B13 for high-pressure leaks.

Pipe Freezing Kit:

• Utilizes liquid CO2 for stationary water freezing and in-line ice plug creation.
• Operates at a minimum of -109°F.
• Includes necessary jackets for 3/8" to 10" diameter pipes.
• Includes high-pressure hoses (min. 16' length) and CO2 cylinder valve adapters/timing boards/pads.
• Material compliance with ASME PCC-2, ISO 24817, and ASME B13 for high-pressure leaks.

Carbon Fiber Cloth Roll, Epoxy and High-Modulus Filler Package:

• Field-saturated system with two-part epoxy.
• High-modulus filler material comparable to industry standards.
• Seals pipe leaks in hoop and axial directions.
• Effective at temperatures up to 200°F on cooling water lines.
• Ply thickness of at least 0.0105".
• Material compliance with ASME PCC-2, ISO 24817, and ASME B13 for high-pressure leaks.

Materials must be delivered to Buckley Space Force Base no later than 3 days after receipt of order.

Items will be accepted and inspected by government officials upon delivery.
