Statement of Work (SOW) / Performance Work Statement (PWS)

This Performance Work Statement (PWS) defines the requirements for a contractor to provide recurring aircraft runway inspections using Continuous Friction Measuring Equipment (CFME) at Joint Base Charleston (JB CHS) – Air Base (AB) and North Auxiliary Airfield (NAAF).

• The contractor will be responsible for test scheduling, equipment calibration, testing coordination, friction inspection and testing, retesting, and final report generation.

• Services cover two concrete runways at JB CHS – AB (Runway 15/33 and Runway 3/21) and two asphalt runways at JB CHS – NAAF (Runway 6/24 and Runway 5/23).

• All work must adhere to the standards set forth in this PWS and applicable documents, including FAA AC 150/5320-12, UFC 3-260-01, UFC 3-270-01, AFI 13-213, and AFI 91-203.

• Test Scheduling: Submit an annual schedule with a minimum of four quarterly testing events. Coordinate events with the Contracting Officer's Representative (COR) at least 3 weeks prior.

• Equipment Calibration: Provide a current CFME calibration certificate within 30 days of the testing event. Calibrations must be within manufacturer tolerances.

• Coordination & Communication: Respond to COR communications within 72 hours. A minimum of 72 hours notice is required for rescheduling.

• Inspection & Testing: Complete all designated runway tests within 14 days of the scheduled event.

• Retesting: Required if test results are inconsistent, significant anomalies are noted, or CFME equipment deficiencies occur. Retesting must be performed within 14 business days of the original test date at no additional cost.

• Final Reports: Submit final reports via email to the COR within 7 calendar days of completing physical tests. Reports must be accepted within 5 business days. 95% of final reports must be on time and in accordance with the PWS.

• Safety & Security: Comply with all Safety, Security, and Airfield Driving regulations (DAFI 13-213). No major violations per year; no more than 1 minor violation per quarter.

• The PWS covers Air Base (JB CHS – AB) and North Auxiliary Airfield (JB CHS – NAAF).

• Testing is typically quarterly, with specific dates coordinated with the COR.

• Contractor Personnel: Must comply with DAFI 13-213, possess a valid AF Form 483 (Certificate of Competency) or be escorted, and complete a Foreign Object Debris (FOD) check.

• Vehicle Operations: Adhere to specific speed limits on taxiways, service roads, and parking aprons. Vehicles in the Controlled Movement Area (CMA) must have a two-way radio.

• Base Access: Contractor personnel require base identification and vehicle passes. A written request must be submitted to the contracting officer.

• Government-Furnished Property: Basic utilities (electricity, water) and a radio for communication with the ATCT will be provided by the government. All other materials, equipment, vehicles, and labor are the contractor's responsibility.

• Mobilization: One mobilization charge is authorized, covering transportation, lodging, meals, and incidental expenses.
