• Submitting detailed reports and documentation on service completion.
• Complying with extensive base security, antiterrorism, and environmental regulations.

Submission & Evaluation

• Proposal Submission: Proposals must be submitted electronically via email to mary.saunders.3@us.af.mil and wanda.wilson.1@us.af.mil. Submissions require two parts: Part I - Price Proposal and Part II - Past Performance Information. Offerors must complete the SF1449 form, FAR 52.212-3, and Attachment J-10 Bid Schedule.
• Questions Due: March 7, 2026, 10:00 AM EST.
• Offer Due Date: March 27, 2026, 10:00 AM EST.
• Evaluation Factors: Award will be made to the most advantageous offeror, with Past Performance significantly more important than Price. Evaluation will consider price reasonableness, balance, and affordability. Past performance will be assessed using confidence and relevancy ratings based on efforts similar in scope within the last five years. The government intends to award without discussions but reserves the right to conduct them.
• Pre-Proposal Conference: A pre-proposal conference will be held, but no site visit is planned.
• Wage Determination: Offerors must comply with Service Contract Act Wage Determination No. 2015-4191, Revision No. 31, for Burlington, Camden, and Gloucester Counties, NJ.

Special Considerations

• Mission Essential: These services are designated as mission-essential, requiring continuous performance.
• Security & AT: Contractors must adhere to strict antiterrorism (AT) and security requirements, including background checks, installation access procedures, and reporting suspicious activities. DoD AT Level I Training is strongly recommended.
• Medical Responsibility: Contractor employees' urgent medical care costs for on-duty injuries at JB MDL are the responsibility of the contractor or employee, not the government.
