This is a combined synopsis/solicitation for commercial products, issued as a Request for Quote (RFQ) for Smoke Oil. The requirement is being competed as a 100% Small Business set-aside.

• Procurement of Smoke Oil.

• Delivery is F.O.B. Destination to Joint Base Elmendorf-Richardson, AK 99506.

• Vendors must complete Attachment 3 and return it with other required documentation.

• Vendors must provide SDS Product Information as part of their response.

• The Government intends to award a Firm-Fixed-Price, single award.

• Award will be made on a best value basis.

• Offers must remain valid for 30 calendar days from the date specified for receipt of offers.

• Response Instructions: Submit one (1) copy of the Price Schedule (Attachment 2) and SDS Product Information.

• Evaluation Steps:

  • Initial review for compliance.
  • If 3 or fewer initial quotes, all will be evaluated for Technical Acceptability.
  • If more than 3 initial quotes, the 3 lowest priced quotes will be evaluated for Technical Acceptability.
  • Award will be made to the responsible vendor whose quote provides the best value and is technically acceptable.

• Price Evaluation Factor: Total price listed in Attachment 2 will be evaluated, considering price risk.

• Interchanges may be conducted by the Government to address quote aspects.

• SAM registration must be current at the time of quote submission and award.

• Vendors must ensure FAR 52.212-3 (including Alternate I) is updated at www.sam.gov.

• Questions are due by 2:00 PM AKST on 18 June 2026 and will be posted/answered by amendment.

• Quotes must be emailed to the Contracting Officer and Contract Specialist no later than 10 AM AKST on 25 June 2026.

• 100% Small Business set-aside.

• NAICS code: 324199 with a small business size standard of 950 employees.

• This solicitation incorporates FAR 52.212-1 and FAR 52.212-2 by reference, with tailored addendums.

• Numerous other FAR and DFARS provisions and clauses are incorporated by reference.

• Attachments include: Attachment 1 - RFQ, Attachment 2 - Price Schedule.

This Request for Quote (RFQ) FA500026Q0039 is for Aircraft Smoke Oil. The quote is effective for 30 days after submission.

• Item 0001: Smoke Oil, 37 Drums.

• Delivery: All line items must be delivered no later than August 6, 2026. Coordinate with POC for delivery.

• Credit for Returns: Bidders must provide a credit amount for clean, unused, and unopened drums to be returned, with a breakdown per quantity.

• Period of Performance: August 6 - August 10, 2026.

• FOB: Destination.

• Shipping Cost: Must be included in the quote.

• Submission Deadline: No later than 10:00 am AKST, June 25, 2026 (Thursday).

• Submission Method: Email responses to SrA Brian Chambers (brian.chambers.5@us.af.mil) and SSgt Tyler Merson (tyler.merson@us.af.mil).

• Basis for Award: Best Value determination, considering technical acceptability and fair and reasonably priced quote.

• Technical Acceptability: Determined by evaluation of quoted requirements against the solicited item description.

• Minimum Offers: Award will be made after a minimum of 3 offers are reviewed and deemed technically acceptable, contingent upon contractor responsibility.

• Total Set-Aside for Small Business: Only quotes submitted by a small business concern will be accepted. Quotes from contractors not identified as small businesses will not be considered for award.

• Registration with the System for Award Management (SAM) must be current to be eligible for award. (https://www.sam.gov/portal/public/SAM/)

• Failure to quote on all CLINs may render the quote unacceptable.

• Prices provided in the bid table are all-inclusive.

• Bidders must provide Company Name, UEI #, POC, E-Mail Address, Cage Code, Telephone #, Tax ID#, Payment Terms, and Delivery Date.

• Bidders must indicate if they have capacity to invoice electronically through WAWF (Yes/No).
