NOTICE: This is a synopsis of proposed contract action in accordance with (IAW) FAR Subpart 5.2. This is neither a Request for Proposal (RFP) nor an Invitation to Bid (IFB). This notice should not be construed as a commitment by the Government, but rather a synopsis prepared IAW FAR 5.207 for the purpose of notifying SAM.gov users of an upcoming solicitation for services. 

DESCRIPION: The Government intends to solicit and negotiate with only one source under the authority of FAR 6.302-1. There is only one responsible source and no other suppliers or services will satisfy the agency requirements, under the authority of 10 U.S.C. 2304(c)(1). The Government has determined that not awarding to BAE will create substantial duplication of cost to the Government that is not expected to be recovered through competition. 

Hill Air Force Base, AFNWC/PZBC intends to issue an RFP directly to BAE Systems Technology Solutions to extend the work currently being performed under Contract FA8214-13-C-0001. The scope of this contract is for BAE to assist the Government in performing its roles as ICBM weapon system integrator.  BAE’s main functions will be in support of weapon system integration to include Systems Engineering, Integration and Program Management support. The resulting award ceiling increase is expected to be $1,192,897,112.00 and will be spread across the current 35 programs. The remaining ceiling will be used to add future programs that are consistent with BAE’s role as the ICBM weapon system integrator. The ISC contract is a Firm Fixed Price Level of Effort (FFPLOE) and the main deliverable is Labor Hours.

In accordance with AFMC Mandatory Procedures MP5332.7 Contract Funding Notice to Offeror: Funds are not presently available for this effort.  No award will be made under this solicitation until funds are available.  The Government reserves the right to cancel this solicitation, the Government has no obligation to reimburse an offeror for any costs.

All responsible sources may submit a capability statement, proposal, or quotation, which shall be considered by the agency.
