Statement of Work (SOW)

The objective is for the contractor to design, develop, build, test, and deliver a flight-qualified, strategic-grade, radiation-hardened Compact Strategic Gyroscope (CSG) for integration into the SPARROW Inertial Measurement Unit (IMU). The effort will culminate in the delivery of qualified hardware and a Technical Data Package (TDP) for future Government-led procurement.

• Program Management, Systems Engineering, and Security: Conduct effective management, synchronization, and coordination of the CSG technical effort. This includes forming a program management team, supporting virtual bi-weekly meetings, and potentially traveling for up to three (3) integration or technical meetings per contract year. Establish and execute a Systems Engineering Management Plan (SEMP) for requirements, risk, and configuration management. Associate Contractor Agreements (ACAs) may be required with other SPARROW program contractors. Collaborative Modeling, Simulation, and Analysis (MS&A) is required, providing ongoing access to models and simulations in native, editable formats.
• Prototype Development and Rad-Hard Design (Base Period - 48 Months):
  • Requirements Analysis: Analyze the Government-provided Requirements Document (RD) and flow down requirements to create a contractor-authored Component Specification Document (CSD).
  • Prototype Design, Build, and Test: Design, build, and test flight-representative prototypes meeting at least Milestone 2 performance criteria.
  • Radiation-Hardened Final Design: Complete the final, production-representative, radiation-hardened design capable of meeting Milestone 3 performance criteria.
• Final Hardware and Data Delivery: Build, qualify, and deliver final rad-hardened gyroscope units and a complete TDP.

Performance tiers are defined in the Requirements Document (RD) as Milestone 1, Milestone 2 (Threshold), and Milestone 3 (Objective). All hardware deliverables must be verified against the objective performance values for the applicable milestone tier.

• Base Period: 48 Months for Prototype Development and Rad-Hard Design.

• Final Hardware and Data Delivery follows the base period.

• Work may involve TOP SECRET SCI levels and requires secure facilities identified by the contractor.

• Security: Compliance with DD Form 254, Contract Security Classification Specification, is mandatory.

• Deliverables: Hardware includes Gyroscope Assemblies and a Gyroscope Test Set. Data deliverables include Program Management Data, Systems Engineering & Design Data (CSD, TDP, MS&A data, software/firmware source code), and Test & Verification Data, all in accordance with DD Form 1423.

• Collaboration: Active participation in system-level integration activities with the designated IMU Integrator is required.

• Milestone Definitions: Outlines three performance tiers: Milestone 1 (viable technology), Milestone 2 (threshold for prototype), and Milestone 3 (objective for qualified hardware).
• Interface Constraints: Specifies top-level mechanical, electrical, and data interface requirements, including power supply compatibility (MIL-STD-704F) and digital signaling standard (RS-422, TIA/EIA-422-B). The contractor is responsible for defining detailed interface implementations.
• Applicable Standards: References numerous industry and military standards (e.g., MIL-STD-810H, MIL-STD-461G, IPC-J-STD-001).
• Workmanship: Requires adherence to Class 3 standards of IPC-J-STD-001 for high-reliability strategic systems.

This requirements document is crucial for bidders to understand the technical specifications and performance targets for the CSG. It dictates the design constraints, testing methodologies, and interface protocols that must be met. Bidders must ensure their proposed solutions align with these requirements and that their interface designs are clearly defined in their proposals, as these will be evaluated during source selection.
