Quick Summary

The Department of the Army's MICC Fort Eustis Detachment Rucker, AL is conducting market research through a Sources Sought notice for an FAA A&P License Voucher Program. This initiative aims to identify qualified sources to support the Army Aviation Center of Excellence (AVCoE) Institutionally Delivered Credentialing (IDC) Program, enabling Soldiers to obtain their Federal Aviation Administration (FAA) Airframe and Powerplant (A&P) License without upfront personal cost. Responses are due by March 13, 2026, at 2:00 PM CST.

Purpose & Scope

This Sources Sought notice seeks to identify vendors capable of providing comprehensive training and support for Soldiers to achieve their FAA A&P license. The program will utilize a voucher system, allowing eligible Soldiers to select an FAA-certified A&P course. The objective is to provide a funding pathway for Soldiers to obtain this credential, covering all necessary training, materials, and exams up to a maximum of $4,000 per Soldier, without requiring out-of-pocket payment from the Soldiers themselves (except for re-testing fees).

Key Requirements

Vendors must provide training and support to help Soldiers pass all FAA A&P exams, including written (General, Airframe, Powerplant), oral, and hands-on evaluations. This encompasses providing required FAA technical and hands-on training, oral evaluation training, all training materials, tools, and necessary facilities. Training must occur within any FAA Part 147 and Part 65 approved courses. Soldiers must have a minimum of 30 months of aviation MOS qualification and their FAA 8610-2 authorization. Vendors are responsible for coordinating and paying for the Oral Exam and Hands-on Evaluation.
