Purpose & Scope

The AAC project aims to upgrade these capabilities by transitioning to a web-based cloud solution. The scope includes designing, developing, testing, implementing, and supporting a reliable system that provides consistent services, coordinates SAR, and integrates with existing FAA systems, leveraging new and emerging technologies. The target for Initial Operating Capability (IOC) is September 2027.

Submission & Evaluation
Respondents must submit a Concept Paper, which will be evaluated against three "Meets/Does Not Meet" criteria:
- Minimum Organizational Requirements: Demonstrated capabilities in aviation-related areas, 24/7 help desk support, understanding of NAS operations, and readiness to meet operational timelines.
- Technical Solution: Feasibility, operational viability, commercial maturity, functionality, and proposed cloud architecture.
- Business Model: Cost-effectiveness, scalability, sustainability, team structure, personnel expertise, security adherence, and risk mitigation. Meeting all three criteria is mandatory to advance to Phase 1 Challenge 2. Required submission documents include a Concept Paper Cover Page (Attachment L1), Minimum Organizational Requirements Table (Attachment L2), and potentially NDA/NUA (Attachment 5), Employee Screening List (Attachment 6), and Business Declaration Form (Attachment 7).
