This Request for Quotations (RFQ) seeks proposals for the exterior cleaning of U.S. Embassy buildings in Yerevan, Armenia. The scope includes washing 6,857.00 square meters of façade/cladding and 571.00 square meters of exterior windows.

• Exterior cleaning of Embassy buildings, specifically façade/cladding washing and exterior window cleaning.

• Work must be performed in accordance with Attachment A (Performance Work Statement).

• Specific requirements for cladding cleaning include starting from the top of each building and working down, using Personal Fall Arrest Systems (PFAS), and utilizing an aerial lift (minimum 24m reach) for south and west sides of the chancery building. A crawler tracked aerial lift is required to prevent lawn damage.

• Ladders must be fiberglass, meet Embassy safety standards, and have a minimum load rating of 113 kg.

• Pressure washers must meet minimums of 2,600 PSI and 8.5 LPM.

• Pressurized water is not to be used on or near security features, exterior lighting, or other items identified by the COR.

• Window cleaning is to be performed using only water, no chemicals or liquids, per manufacturer's requirements. Recommended tools include pressure washers, squeegees, soft cloths, and telescopic rods.

• Contractor must provide all necessary labor, materials, equipment, and supervision.

• Defense Base Act (DBA) insurance premium costs for employees must be included.

• Offerors must demonstrate ability to perform, including providing a Project Manager, evidence of an established business in Armenia, and proof of SAM registration.

• Past performance information, including client references and details of previous contracts, is required.

• Offerors must provide a strategic plan for the cleaning services, including a work plan, equipment identification, quality assurance plan, and insurance details.

• Firm-fixed-price purchase order.

• Contract period: 30 calendar days from award.

• Contractor must commence work within 20 calendar days of notice to proceed.

• Quotations are due by May 04, 2026, 17:00.

• Proposals must be in English.

• Award will be made to the lowest priced, acceptable, responsible offeror.

• Evaluation will consider price, compliance with RFQ terms, and contractor responsibility (FAR 9.1).

• A pre-quotation conference will be held on April 21, 2026, at 10:00 AM local time at the US Embassy Grounds.

• Offerors must be registered in the System for Award Management (SAM) database.

• Failure to be registered in SAM prior to proposal submission may result in the proposal being considered non-responsible.

• Value Added Tax (VAT) is not applicable to this contract due to the U.S. Embassy's tax exemption certificate.
