Purpose
This market survey seeks to gather comprehensive industry insights to inform effective procurement strategies for a data modernization and AI integration platform. The objective is to sustain the FAA's global leadership in aviation safety and enable greater organizational agility through a secure, scalable, and interoperable data integration and analytics platform.
Scope of Work
The FAALC requires a platform that can:
- Furnish necessary software licenses and Core Engineer Services (CES) for data integration and analytics.
- Provide access for up to 100 Certification Service users, focusing on Dashboards, Reporting, Funds Utilization, Estimates, Service Order Profiles, and Business Plan Automation.
- Integrate structured and unstructured data, support data cleansing, and function as a data lake.
- Develop a scalable analytics platform for advanced data analysis, predictive modeling, and machine learning.
- Integrate AI to enhance decision-making, adaptability, and provide training/support.
- Ensure seamless data sharing while maintaining integrity and security.
- Configure for internal analytics and assignment tracking across various functions (maintenance, financial, program, contracting).
- Demonstrate proven reliability in managing aviation safety, government contracting, and financial data systems.
Key Requirements
The platform must be:
- Fully compliant with federal AI policies and governance (EOs 13859, 13960, 14319; OMB M-21-06, M-26-04).
- Deployment-ready at contract issuance with evidence of successful, similar deployments.
- Capable of integrating Foundry software and services.
- Able to provide Forward-Deployed Engineers (FDE Model) for tailored solutions and consulting.
- An ontology-driven Foundry Operating System unifying complex, siloed data into a single, actionable model.
- Have a current FedRAMP moderate level authorization and comply with relevant regulatory requirements.
- Implement robust security controls including Confidential Treatment, System Configuration Security, Single Sign On (SSO), and granular Access Controls.
- Grant "Unlimited rights" to all FAA Owned Data.
Submission Details
Interested businesses must submit:
- A Capability Statement detailing similar projects, previous contracts/awards, and a statement of interest.
- A Programmatic Approach including rough orders of magnitude (ROM) for cost estimates.
- Information on Key Areas of Interest, specifically an ontology-driven platform and proven functionality with governmental systems.
