Fit reasons
- NAICS alignment with historical contract wins in similar service areas.
- Scope strongly matches core technical capabilities and delivery model.
Risks
- Past performance thresholds may require one additional teaming partner.
- Potential clarification needed on staffing minimums before bid/no-bid.
Next steps
Validate eligibility requirements, assign capture owner, and schedule partner outreach to confirm teaming strategy before submission planning.
Quick Summary
NASA's Shared Services Center intends to award a sole source contract to DBR INDUSTRIES, INC. for the fabrication of custom c-seals for the Venus Mass Spectrometer (VMS) instrument, a critical component of the DAVINCI mission. This procurement is justified due to DBR Industries (providing Parker Custom C-Rings) being the sole provider capable of meeting the highly specialized technical requirements and critical schedule. Interested organizations may submit capabilities by June 17, 2026.
Scope of Work
The requirement is for manufacturing specialized all-metal hermetic C-seals for the VMS instrument's Quadrupole Mass Spectrometer (QMS) and gas processing system (GPS) assemblies. These custom c-rings are for various interfaces, including the QMS Ion Source Cover, Detector Flange, HCV to QMS, HCV to Getter, QMS Getter, Upper Seal, Microvalve & Puncture Valve, Lower Seal, Microvalve & Puncture Valve, HCV Adapter to WRP, and Pinch-Off Flanges.
Performance Standards
C-rings must meet stringent quality and performance specifications, including:
- Class 1 Processing and high-quality process.
- Leakage rate: Not Greater Than 1X10-10 cc/std He.
- Visual inspection for contamination and scratches under specific magnification.
- Uniform gold coating with no nodules.
- Adherence to IEST-STD-CC1246 A for cleaning and handling.
- Specific packaging (each seal in its own Ultra Low Outgassing (ULO) Polyethylene Bag, vacuum sealed, then common bag) and serialization.
