This is a Request for Proposal (RFP) for the Fabrication and Delivery of Composite Bulkhead for Black Rock Lock (BRL), Buffalo, NY. The USACE Buffalo District is planning to award a contract for a requirement to fabricate and deliver a composite bulkhead to Black Rock Lock, on the Niagara River in Buffalo, NY. The North American Industrial Classification System (NAICS) Code for this effort is 326199 ? All Other Plastics Product Manufacturing. This will be a 100% Small Business Set-Aside competitive procurement. Any offeror shall have the proper capabilities. Please be advised that this requirement may be delayed, revised, or cancelled at any time before award. If at the time of award an Offeror is not actively and successfully registered in the SAM database, the Government reserves the right to award to the next prospective Offeror.
