Qualification Details

Fit reasons
  • NAICS alignment with historical contract wins in similar service areas.
  • Scope strongly matches core technical capabilities and delivery model.
Risks
  • Past performance thresholds may require one additional teaming partner.
  • Potential clarification needed on staffing minimums before bid/no-bid.
Next steps

Validate eligibility requirements, assign capture owner, and schedule partner outreach to confirm teaming strategy before submission planning.

Quick Summary

Fermi National Accelerator Laboratory (Fermilab), managed by Fermi Forward Discovery Group, LLC (FFDG) under a prime contract with the U.S. Department of Energy (DOE), is soliciting proposals for the Fabrication and Delivery of PIP-II ORBUMP Magnet Coil Assemblies. This is an unrestricted solicitation for a firm-fixed-price contract, with proposals due by June 18, 2026, 2:00 P.M. CST.

Purpose

This acquisition supports the Proton Improvement Plan II (PIP-II) project, a critical upgrade to Fermilab's accelerator complex. The PIP-II project aims to enable the world's most intense high-energy beam of neutrinos for the international Deep Underground Neutrino Experiment (LBNF) and a broad physics program.

Scope of Work

The selected subcontractor will be responsible for the fabrication, quality control (QC), and delivery of ORBUMP Coil Assemblies. Key tasks include:

  • Manufacturing, inspecting, testing, and delivering one prototype and seven production PIP-II ORBUMP Magnet Coil Assemblies.
  • Designing and fabricating a vacuum oven brazing fixture.
  • Manufacturing individual components, including coil assembly brazing, post-braze machining, and QC testing.
  • Sourcing all necessary materials and tooling.
  • Providing comprehensive documentation, including testing and material certifications.
  • Transferring all developed unique tooling, drawings, and 3D models to FFDG upon completion.

Key Requirements

Offerors must demonstrate at least five (5) years of experience in the fabrication, machining, brazing, assembly, inspection, and testing of precision copper assemblies, electromagnets, accelerator components, water-cooled conductors, or similar high-precision industrial equipment. Adherence to FFDG engineering drawings (F10252560-A, F10120746-B) and specifications (e.g., OFHC C10200 copper alloy, vacuum oven brazing per AWS C3.6M/C3.6:2016-AMD2) is mandatory. A Project Specific QC Plan, Material Certifications, and Subcontractor Factory Acceptance Testing (FAT) are required.

Contract Details

  • Type: Firm-Fixed-Price Solicitation.
  • Set-Aside: Unrestricted.
  • NAICS Code: 332710 (Machine Shops), with a small business size standard of 500 employees.
  • Place of Performance: Delivery DAP Fermilab, Batavia, IL.
  • Warranty: 12 months after component delivery.
  • Terms: NET 30.

Submission & Evaluation

  • Proposals Due: June 18, 2026, 2:00 P.M. CST.
  • Questions Due: June 09, 2026, 4:00 CST.
  • Submission Format: Proposals must be submitted in two separate parts: Part I – Technical Proposal and Part II – Business/Cost/Price.
  • Evaluation: This is a best-value, trade-off source selection process. Evaluation criteria include Experience, Quality Assurance/Testing/Delivery Capabilities, and Current/Past Projects.
  • A small business subcontracting plan will be required if the awardee does not meet the definition of a small business and the subcontract exceeds $750,000.
