Vendors must adhere strictly to Norfolk Naval Shipyard Drawing 2370.2-8143AV, Revision J (Attachment A), and Supplemental Requirements (Attachment B). Key specifications include:
- Fabrication: Adherence to detailed drawings, welding per AWS D1.1, specific finishing (blasting, priming interior, bare metal exterior), and stenciling.
- Materials: Vendor is responsible for providing all materials. No cadmium is permitted; steel fasteners require blackened, zinc plated, or no finish.

- Vendor’s Quote, including technical specifications, drawings, or blueprints demonstrating the proposed fabrication approach. The Government will evaluate quotes using the Lowest Price Technically Acceptable (LPTA) method, considering Price, Technical Acceptability, and Past Performance. Quotes must be all-inclusive, covering fabrication, shipping, and all associated costs. Payment requests and receiving reports are to be submitted via Wide Area WorkFlow (WAWF).
