This document is a pricing schedule for the opportunity. Bidders should use this to understand the cost structure and to prepare their own pricing proposals.

Labor rates are listed as $0.0, with ODCs also at $0.0. Travel is allocated $160,000.0. The Base Year Total is $160,000.0.
• Option Years 1-4: Each option year follows the same structure as the Base Year, with CLINs for Labor, ODCs, and Travel. Labor rates remain $0.0, ODCs are $0.0, and Travel is allocated $160,000.0 per option year. Each Option Year Total is $160,000.0.
• Contract Value: The total contract value across all years is listed as $800,000.0.

This pricing schedule provides a template for how costs should be broken down by CLIN and by year. Bidders must use this structure to submit their pricing. Note that labor rates are currently listed as $0.0, which may indicate that labor costs are to be incorporated into other CLINs or that specific rates will be negotiated or provided separately. The significant allocation for travel in each year is a key component of the contract's cost structure.

Solicitation / RFP / RFQ

This is a Request for Quote (RFQ) prepared in accordance with FAR part 12 and 13.5 for the acquisition of commercial items and services. The Department of the Interior (DOI), Bureau of Indian Education (BIE), Division of Acquisition Management anticipates awarding a single Firm-Fixed Priced contract for Family Enrichment Services under the BIE/FACE program.

• The solicitation covers "Family Enrichment Services."

• The Product/Service Code (PSC) is R499, described as "SUPPORT-PROFESSIONAL: OTHER."

• Contract Type: Firm-Fixed Priced.

• Period of Performance:

  • Base Year: March 1, 2026, to February 28, 2027
  • Option Year 1: March 1, 2027, to February 29, 2028
  • Option Year 2: March 1, 2028, to February 28, 2029
  • Option Year 3: March 1, 2029, to February 28, 2030
  • Option Year 4: March 1, 2030, to February 28, 2031

• The total contract duration, including options, shall not exceed 5 years and 6 months.

• Offer Due Date: December 8, 2025, 16:00 Central Time.

• Evaluation Criteria: Offers will be evaluated based on the following factors, with Technical Capability and Past Performance combined being significantly more important than Pricing:

  1. Technical Capability with Transition Plan
  2. Past Performance
  3. Pricing

• The Government intends to make an award without discussions, so offerors should submit their most favorable terms initially.

• The acquisition is UNRESTRICTED.

• NAICS Code: 611710, Educational Support Services.

• SB Size Standard: $24M.

• Prospective contractors are advised to review Section E (Solicitation Provisions) and Section 52.212-1 (Instructions to Offerors) and 52.212-2 (Evaluation) thoroughly.

• Pricing must be provided on Attachment 2 – Pricing Schedule, including a fully burdened hourly rate.

• Background investigations will be required for contractor personnel, with completion estimated between 3 to 4 weeks after award.

• Attachments include: Performance Work Statement (PDF) and Pricing Schedule (Excel).

Statement of Work (SOW) / Performance Work Statement (PWS)

To provide one-on-one, differentiated technical assistance, coaching, and professional development to approximately 55 Family Enrichment (home-based) programs across 14 states, supporting program implementation, fidelity, and continuous improvement aligned with BIE FACE guidance and data collection requirements.

• Develop and implement a comprehensive professional development and technical assistance system.

• Conduct annual on-site technical assistance visits or desk audits for each FACE site.

• Maintain a Family Enrichment Support Log.

• Follow BIE-adopted early childhood and family engagement standards, utilizing BIE-approved curriculum (Parents as Teachers model).

• Provide differentiated site support based on program data, fidelity, and identified needs.

• Collaborate with other contracted partners.

• Participate in data collection, validation, and reporting within BIE-authorized systems (FACE Portal, Power BI, SharePoint).

• Support mid-year and end-of-year program evaluations.

• Develop and maintain a Family Enrichment Implementation Guide.

• Support the integration of local culture and language.

• Integrate FACE Quality Performance Benchmarks (QPB) into all activities.

• Implement and support Early Learning Requirements aligned with the Parents as Teachers (PAT) national model, focusing on five domains: Language and Literacy, Cognition and General Knowledge, Student Resiliency, Physical Well-being and Motor Development, and Approaches to Learning.

• Implement and support home visits, including tailored family visits, FACE Family Circles, screenings, goal setting, resource networks, and observations.

• Services aligned with Bureau of Indian Education's FACE Quality Performance Benchmarks (QPB).

• Data validated, accurate, and reported within BIE-authorized systems.

• 100% of sites receive individualized support.

• Compliance with data submission schedules.

• Approximately 55 sites in 14 states, with potential for additional sites.

• Contractor qualifications include seven or more years of experience with Bureau-funded schools and Tribal early learning home-based services, a Master's degree (Doctorate preferred) in Early Childhood Education or related field, experience with home visiting/family engagement programs, professional development/coaching experience, knowledge of culturally responsive practices, experience with assessment tools (ASQ-3, ASQ:SE-2, PICCOLO), knowledge of virtual TA delivery, and experience supporting cultural/language integration.

• Compliance with federal security requirements (FISMA, FedRAMP, Section 508) and FERPA regulations.

• Travel is required to support requirements.
