High-level collaboration with other contractors is expected.
• Data Systems: Contractor staff will have access to Power BI, SharePoint, and the FACE Portal after background clearance. Quarterly and annual reporting are required, with monthly data submission by the 5th. Historical program data will be accessible.
• Travel: Each site receives one annual TA visit, which can be hybrid (virtual/onsite). BIE will reimburse travel separately per FTR.
• Staffing: Each TA must possess their own educator experience; subcontractors are not allowed. Two Points of Contact are required.
• Contract: The contract is a single award year with four option years. KPIs include attendance, deliverables, data compliance, and participant evaluations. Annual reviews will be conducted.
• Cost Proposal: A standard federal cost proposal is required, including labor, travel, and subcontracting costs. No unique FACE-specific format is needed. BIE follows federal travel regulations for reimbursement.
• Proposal Submission: Resumes should be in an Appendix and do not count towards page limits. Section 1 (Technical) should be a PDF, while Section 2 (Price) should be in an unlocked Excel format.
• Site Visits: Approximately 55 on-site TA trips are planned annually, each lasting 2-3 days. All sites receive annual support via onsite, virtual, or desk audit.

Statement of Work (SOW) / Performance Work Statement (PWS)

To provide comprehensive technical assistance and programmatic support to Bureau of Indian Education (BIE) Family and Child Education (FACE) sites implementing Prekindergarten and Adult Education components.
